projected for this segment of U.S. #1 is 22,916 trips. The <br />additional 4,390 trips created by the proposed zoning will increase <br />the total trips for U.S. #1 to 27,306 average daily trips. This <br />figure represents just under 78% of the level of service "C" <br />capacity for this portion of U.S. #1. Based on staff analysis, it <br />was determined that U.S. #1 can accommodate the additional trips <br />without decreasing its existing level of service. A more detailed <br />review of transportation impacts will be required as part of the <br />development review process. <br />Utilities <br />The site is within the urban service area, and wastewater lines <br />extend to the site. The applicant. has paid the necessary impact <br />fees for wastewater service for the subject property and will <br />_connect to the system at the time of development. Since water <br />lines do not extend to the site at the present time, the applicant <br />must provide such service at the time of development of the <br />property to occur. The applicant has entered into a developer's <br />agreement which states that the applicant agrees to connect to the <br />county water system when service becomes available. With these <br />conditions, concurrency for water and wastewater will be satisfied. <br />Drainage <br />All development is reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals will have to meet the discharge <br />requirements of the county Stormwater Management Ordinance. Any <br />development on the property will be required to maintain the pre- <br />existing discharge rate for the design storm, as well as provide <br />for stormwater treatment and flood attenuation. Together, these <br />regulations limit the potential for on-site and off-site flooding <br />and damage. As with all development, a more detailed analysis will <br />be conducted during the project review phase. <br />- Solid Waste <br />Solid waste service includes pick up by private operator and <br />disposal at the county landfill. The active segment of the <br />landfill has a 4 -year remaining capacity, and the landfill has <br />expansion capacity beyond 2010. <br />- Recreation <br />Concurrency for recreation is not applicable for this request as <br />the request is for commercial development, and recreation levels of <br />service apply only to residential development. <br />With the execution of the developer's agreement as referenced above <br />in the utilities section, the concurrency test has been satisfied <br />for the subject request. <br />Potential Impact on Environmental Quality <br />Staff has confirmed the presence of isolated wetlands on the <br />subject property. As part of the county's land development <br />regulation requirements, staff will review environmental impacts at <br />the time of development review. At that time, staff will require <br />an environmental survey showing all wetland communities on-site. <br />The existence of isolated wetlands on the subject property does not <br />necessarily preclude development of the property.
