r , <br />MMAY8 1991 '1 <br />R0(4 83 Pr1GE 476 <br />* Minimum impacts with off-site, type -for -type mitigation; <br />* Minimum impacts with off-site, non type -for -type <br />mitigation; and <br />* "fee -in -lieu" mitigation (mitigation bank) <br />Preliminary inspection of the property by county environmental <br />planning staff indicates that the property could be developed as <br />either heavy commercial or general commercial, with the existing <br />disturbed wetlands either incorporated into the development design <br />or appropriately mitigated in accordance with county regulations. <br />Consistency with the Comprehensive Plan <br />A review of this rezoning with the Future Land Use Map and <br />policies, as well as the policies of the other plan elements, does <br />not reveal any inconsistency. Among the policies applicable to <br />this request is Future Land Use Policy 1.15 which permits various <br />uses on commercially designated land; these uses include office <br />commercial which is the use proposed by the applicant. Therefore, <br />the proposed request is consistent with the commercial/industrial <br />corridor policy. <br />CONCLUSION <br />The rezoning is compatible with the surrounding area, consistent <br />with the goals, objectives and policies of the comprehensive plan, <br />and meets all applicable concurrency criteria. The subject <br />property is located in an area deemed suitable for commercial uses <br />of various types and has met all applicable criteria. Staff <br />support the subject request. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners approve this request to rezone the subject <br />property to CG. <br />Director Keating spoke of the benefit of having access to <br />the railroad tracks for commercial zoning of almost any type. <br />Commissioner Bowman contended that there is no such thing as <br />mitigation of bayheads, and when it comes to site development <br />plans, she would urge this be incorporated in your surface water <br />management plan. She believed the bayhead at Vickers Road was <br />totally destroyed. <br />Director Keating confirmed that one at the warehouse was destroyed, <br />but believed the one south of there near the lunber yard was adequately <br />saved. <br />The Chairman asked if anyone wished to be heard. [here were <br />none, and he thereupon closed the public hearing. <br />ON MOTION by Commissioner Wheeler, SECONDED by Com- <br />missioner Scurlock, the Board unanimously adopted <br />Ordinance 91-24 rezoning property to CG as requested <br />by Sebastian General Partnership. <br />18 <br />
