Cox, P.E4G <br />Civil Engineer <br />SUBJECT: Request for Second Extension of Sandforest P.R.D. <br />Land Development Permit <br />REFERENCE: PRD -88-04-03 <br />DATE: May 17, 1991 <br />DESCRIPTION AND CONDITIONS <br />Land Development Permit No. 081 was issued on February 5, 1990 to <br />Sandforest Corporation to construct a 15.1 acre, 88 lot <br />subdivision. Sandforest P.R.D. is located south of 5th Street SW <br />between 6th Avenue SW and Old Dixie Highway. An extension of the <br />permit was granted by the Board of County Commissioners on August <br />21, 1990. Because construction has not started the permit <br />extension expired on February 17, 1991, 180 days after the <br />extension was granted. Carter Associates in behalf of Sandforest <br />Corporation has submitted a written request dated February 22, 1991 <br />for a second extension of the permit. <br />ALTERNATIVES AND ANALYSIS <br />On May 15, 1991 the Utilities Services Department extended approval <br />of the project's utility construction permits for water <br />distribution and wastewater collection and transmission until <br />January 3, 1992. <br />The Community Development Department has requested modifications be <br />made to two of the conditions that were included in the first <br />permit extension. Conditions Nos. 4 and 5 listed on the August 21, <br />1990 extension approval letter would be changed to the following: <br />4) Areas to be preserved or cleared shall be clearly staked and <br />verified by county environmental planning staff prior to <br />clearing commencement. <br />(a) In addition, all preservation areas shall be placed under <br />a conservation easement prior to approval of or via the <br />project final plat(s). <br />5) Debris shall be removed to an approved disposal facility or- <br />burned <br />r-burned with an air curtain incinerator, recruiring a burn <br />Cs- permit through the Environmental Health Department. <br />The Land Clearing and Tree Removal Permits would automatically be <br />extended with the Land Development Permit. The three original <br />conditions of the February 5, 1990 Land Development Permit approval <br />would also apply to the extension, with the exception that the new <br />expiration date would become January 3, 1992 based on the <br />expiration of the Utilities Construction Permits. <br />34 <br />
