WISEMEN, P.E. <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: OWNER/ENGINEER CONTRACT FOR ENGINEERING SERVICES FOR <br />THE STUDY, DESIGN, PERMITTING, CONSTRUCTION, <br />` ADMINISTRATION, AND INSPECTION OF A CENTRAL REGION <br />ALTERNATE EFFLUENT DISPOSAL AND TRANSMISSION SYSTEM <br />INDIAN RIVER COUNTY PROJECT NO. US -90 -23 -ED <br />BACKGROUND <br />On February 19, 1991, the Board of County Commissioners authorized <br />the Department of Utility Services to conduct negotiations with the <br />selected firms and to proceed with an agreement based upon <br />negotiations. <br />ANALYSIS <br />Negotiations with Professional Engineering Consultants, Inc. (PECI) <br />for the subject services has been completed, and a "Standard Form of <br />Agreement Between Owner and Engineer for Professional Services" has <br />been submitted to the County for approval. Phase I --Immediate <br />Effluent Reuse/Disposal System Improvements --consists of development <br />of disposal methodology and hydraulic loading rates at selected <br />sites (existing County's own 30 -acre site and Bent Pine Golf <br />Course), design of a stabilized access road to the property from <br />Kings Highway, and design of an instrumentation/ control system, <br />including flowmetering, control, and telemetry to automatically <br />monitor and control future interconnections of all regions. <br />Phase II --Investigation concerning REWARD System --includes studying, <br />analyzing, and developing a proposal concerning effluent perimeter <br />well extraction located on the County's own 30 -acre site and <br />subsequent injection of recovered/reclaimed effluent for development <br />of a saltwater intrusion hydraulic barrier system. <br />22 <br />
