JUN 111991 <br />moo. ` 83 FACE 54 <br />dredging area. Samples showed a concern with suspended <br />solids concentration (65mg/liter in some areas). As a <br />result, the DER permit was issued Dec. 28, 1989 for <br />maintenance dredging of 113,800 cubic yards of sand and <br />shell from the 14th Street Canal and Indian River". It <br />is important to note that only two specific sites were <br />identified in the permit and contract's- Scope of Work. <br />The first site, is beneath the Indian River Boulevard <br />bridge and the second site begins 150' west of the <br />Indian River and traverses easterly to the Indian <br />River, thence north approximately 150'. In this area, <br />the original pre -dredging topography showed depths of <br />-water from 0.0' to 0.9'. <br />_3) Contract Document Requirements <br />The Contract between the Contractor (Wally Bailey <br />Dredging) and the County provided for Lump Sum pay <br />items for the following: <br />Mobilization Lump Sum $16,000 <br />Site #1 Dredging beneath <br />IRB Bridge Lump Sum $ 2,250 <br />Site #2 Dredging mouth of <br />canal at Indian River Lump Sum $14,850 <br />Construction of Containment <br />site $ 4,200 <br />$37,300 <br />The Scope of Work included dredging beneath the Indian <br />River Boulevard <br />Bridge (approx. 500 cubic yards) and at <br />the canal's mouth (3,300 c.y.) to an elevation of <br />-5' MSL. A 6" <br />tolerance was allowed. <br />4) Construction and <br />Inspection <br />The following construction schedule applied to the job: <br />Sept. 5, 1990 <br />Construction of containment site <br />began. <br />Sept. 26, 1990 <br />Containment Site completed - The <br />Containment area .-was constructed <br />larger than plans showed. This is <br />to County's benefit. <br />,Oct. 11 1990 <br />Dredging of Site # 1 began. An 8" <br />gas line .was found 5' below canal <br />bottom. <br />Oct. 3, 1990 <br />Dredging of Site #1 complete. <br />Surveyors confirmed that 5' depth <br />was obtained. <br />Oct. 5, 1990 <br />County Surveyors surveyed Site #2 <br />for pre -construction conditions. <br />Oct, 81 1990 <br />Dredging of Site #2 began. Strong <br />wind conditions existed through <br />Oct. 12, 1990. <br />Oct. 12, 1990 <br />Extreme low tide resulted in dredge <br />- <br />not being able to operate. <br />Contractor had to dredge beyond <br />limits of scope to operate dredge. <br />Oct.' 30, 1990 <br />Contractor encountered rock. <br />County surveyors surveyed area. <br />Nov. 7, 1990 <br />Dredging of Site #2 completed. <br />Nov. 9, 1990 <br />Survey by County conducted. <br />5) Results of Dredging <br />From the surveys taken October 5, 1990 and Nov. 9, <br />1990, soundings revealed dredged channel depth of 5' in <br />areas where rock was not encountered. The volume of <br />spoil from the dredging operation filled the <br />containment site with over 3,800 c.y. of sand and <br />12 <br />
