JUN 111991 <br />I <br />BOOK - 83 PAGE 564 <br />ON MOTION by Commissioner Scurlock, SECONDED BY Com- <br />missioner Bowman, Commissioner Wheeler voted in <br />opposition, the Board by a 4 to 1 vote adopted the <br />recommendation of the Tourist Development Committee <br />with the two increases suggested by Commissioner Bowman <br />and Item #1 to be expanded and scope of study developed <br />by the Council. <br />John Morrison ventured his opinion that the sense of the <br />Committee was that facilities such as Treasure Shores Park and <br />Riverside Park are not utilized solely by tourists, and he felt <br />they could be supported by ad valorem taxes. <br />Commissioner Wheeler pointed out that there already is a <br />considerable amount of ad valorem taxes pumped into the parks. <br />ENGINEERING SERV. UW -91 -02 -DS <br />BACKGROUND: <br />On January 29, 1991, the Board of County Commissioners authorized <br />the Department of Utility Services to negotiate with selected firms <br />for the subject services and to proceed with agreements based upon <br />negotiations. Due to the magnitude of the project, more than one <br />construction contract may be utilized. <br />ANALYSIS: <br />McQueen and Associates has been selected for Phase II of the Water <br />Expansion Plan. Negotiations have resulted in the attached <br />"Standard Form of Agreement between Owner and Engineer for <br />Professional Services" as modified by mutual agreement. <br />Phase II includes 5,400 L.F. of 12" water main on 4th Street from <br />43rd Avenue to 27th Avenue; 1,700 L.F. of 8" water main on 12th <br />Street from 43rd Avenue west to existing water main; and Pine Hill <br />Park (31), Clemann Estates (254), West Wind (29), West Lake (16), <br />Stevens Park (437), Idlewild (80), Emerson Park (152), and King's <br />Music (160) subdivisions. <br />32 <br />
