JU0111991 <br />BOOK 83 PAGE 5 112 <br />Chairman Bird referred to activities on the Wabasso Causeway <br />and advised that while the Committee does have some concern about <br />overcommercializing that area, it mainly felt what is proposed <br />adds to the recreational opportunities. They will, however, take <br />a hard look at any additional requests for this area. He further <br />noted that the agreements in question are one-year license <br />agreements with termination provisions. Although we cannot <br />afford the very substantial increase requested by the City of <br />Vero Beach, it was felt there may be justification for an <br />increased funding share but that there should be an independent <br />third party study done. The City of Sebastian needs to be <br />involved and should participate in a study, and Chairman Bird <br />hoped that between now and budget we could get some feel for the <br />amount of money that would be required to fund such a study and <br />also see if other municipalities would be willing to participate. <br />In further discussion, Commissioner Eggert wondered if we <br />get out enough information to the public that we have County <br />parks on the beaches. She believed undoubtedly some of the City <br />residents use them. <br />Chairman Bird felt we probably don't publicize the County <br />parks enough and possibly we should include something for that in <br />the budget so that we could have printed material about these <br />parks available for distribution in the Chamber of Commerce and <br />other appropriate places. He noted that it would be nice if we <br />could channel more people to our County parks so that the City <br />couldn't continue to use their statistics against us. <br />Administrator Chandler informed the Board that he has <br />discussions set up with the City Manager to go over the requested <br />increase being submitted to us. He pointed out that we have made <br />great strides in the last few years, and we are in a different <br />position now with the parks and facilities we provide and the <br />improvements we have made. <br />Commissioner Scurlock pointed out that the 17th Street <br />recreation complex happens to be all County land. <br />Chairman Bird advised that we need Board action today on <br />approving a 1 year extension for the Indian River Archers license <br />agreement; approving a 1 year extension of the lease with the <br />Airmasters Remote Control Club; participation in the Florida <br />grant programs set out in Item 5; and to accept the $10,000 from <br />SWIM for renovation of the shoreline at Round Island Park. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bowman, the Board unanimously approved the <br />items listed above. <br />40 <br />
