PARKS AND RECREATION COMMITTEE <br />SUMMARY <br />June 6, 1991 <br />1) Indian River Archers License Agreement <br />Committee recommended renewal of license upon submission of <br />certificate of insurance and payment of renewal fee. <br />2)' Airmasters Remote Control Club Lease <br />Committee recommended renewal of lease upon submission of <br />certificate of insurance and payment of renewal fee. <br />3) Request for Permit to Rent and/or Instruct Windsurfing <br />in Indian River County <br />The applicant was unable to appear. He will be advised that <br />he will have to abide by a license agreement and submit a <br />certificate of insurance, plus payment of a rental fee. He <br />can make application at the August .-Parks and Recreation <br />committee meeting. <br />4) Committee reviewed plans for the City of Vero Beach Firing <br />Range <br />5) FY92 Florida Recreation Development Assistance Program and <br />Land and Water Conservation Fund Grant Programs <br />The committee recommended that the County apply for grants <br />from the State to be used for additional construction of <br />County parks. <br />6) Request to Rent Space on Wabasso Causeway for Boat Rental <br />Sorvice <br />Abyss Marine Systems wants to use a small portion of the <br />Wabasso Causeway as a staging area to rent small boats. The <br />owner has spoken with the Sailboard Center, who has a <br />license to use a portion of the causeway for sailboarding, <br />and he said they have no objection to his request. His <br />boats will be kept at a marina in Sebastian. <br />The committee recommended approval of the request provided <br />they meet with the requirements of insurance and a license <br />agreement, and pay the same fee as the Sailboard Center and <br />provide at least the same amount of insurance. <br />7) Reviewed Parks Capital Budgets <br />Committee recommended that the County increase its share to <br />the City of Vero Beach by 10%, and add an additional amount <br />to the budget sufficient to cover the County's portion of a <br />jointly funded study'of recreation as it exists today, where <br />it should go in the future, and how it should be.paid for. <br />The' -committee approved the capital budgets as submitted. <br />8) Round Island Park Project <br />The Marine Advisory Narrows Watershed Action Committee <br />selected a project to receive $10,000 in funding under the <br />SWIM program that would improve the habitat and water <br />quality in the Indian River Lagoon. The project will remove <br />exotic species from the shoreline at Round Island Park, and <br />replace them with native vegetation. The beach areas will <br />be left open. <br />The committee supported the grant project. <br />9) It was noted that there appears to be a problem at Golden <br />Sands Park whereby cars are being broken .into during the day <br />time.
