A <br />review of the water capacity in that area indicates a remaining <br />capacity of approximately 2.59 million gallons per day. With the <br />most intense use under the proposed land use designation, the <br />subject property will have a consumption rate of 14.1 Equivalent <br />:Residential Units (ERUs), or 3,500 gallons per day. This is based <br />upon the level of service of 250 gallons per ERU per day. The <br />applicant has paid the necessary impact fees for the water service <br />for the subject property and will connect to the South County Water <br />System at the time of development. This is consistent with Future <br />Land Use Policy 2.7 which requires development projects to maintain <br />established levels of service. <br />Wastewater <br />A retail commercial use of 68,000 square feet on the subject <br />property will have a wastewater generation rate of 14.1 Equivalent <br />Residential Units (ERUs), or 3,500 gallons per day. This is based <br />upon the county's adopted level of service standard of 250 gallons <br />per ERU per day: County wastewater service is not currently <br />available for the site. Since no ERUs have been reserved as of_ <br />the present time, the applicant has entered into a developer's <br />agreement with the county which states that the developer agrees to <br />expand county wastewater facilities or pay for the expansion at the <br />time of the impacts from his development project. With these <br />conditions, the utility concurrency test has been met for the <br />subject request, <br />Solid Waste <br />Solid waste service includes pickup by private operators and <br />disposal at the county landfill. Soil waste generation by a 68,000 <br />square foot commgrcial development on the subject site will be <br />approximately 948 cubic yards of solid waste per year. This is <br />based upon the level of service standard of 2.37 cubic yards per <br />capita per year. A review of the solid waste capacity for the <br />active segment for the county landfill indicates the availability <br />of more than 900,000 cubic yards. The active segment of_ the <br />landfill has a 4 year capacity, and the landfill has expansion <br />capacity beyond 2010. Based upon staff analysis, it was determined <br />that the county landfill can accommodate the additional solid <br />waste. <br />Drainage <br />All developments are reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals will have to meet the .discharge <br />requirements of the county Stormwater Management Ordinance. Since <br />the subject property is located within the R-2 Drainage Basin and <br />no discharge rate has been set for this basin, any development on <br />the property will be prohibited from discharging any run-off in <br />excess of the pre -development rate. <br />Ju m 1 ' 1991 129 <br />Boor, U-0 <br />IV <br />
