only of a node reconfiguration and primarily replacing node area <br />dedicated for right-of-way, Policy 1.22 does not apply. <br />DCA Objections <br />As referenced in the Description and Conditions section of this <br />staff analysis, DCA's objections to this amendment related to the <br />public facility demand analysis in the plan amendment transmittal <br />staff report and to land use concerns associated with the proposed <br />amendment. It is staff's position that the concurrency analysis <br />incorporated in this staff report adequately addresses DCA's <br />objections by specifically noting that the analysis is based upon <br />the most intense use of the property and by indicating that adopted <br />levels of service were considered and will be maintained. <br />As to DCA's land use objections, staff feels that DCA did not <br />understand that the amendment, as transmitted, was not an expansion <br />of a node. It is staff's position that this report adequately <br />addresses the issues of strip development, local node expansion <br />policies, and separation distances. With the referenced analysis, <br />staff feels that DCA's objections have been adequately addressed. <br />CONCLUSION <br />Staff has reviewed the proposed amendment and has found no major <br />incompatibility between the proposed use and surrounding uses. <br />Since no major environmental issues have been identified -relating <br />to the site,commercial development of the property will not have <br />any significant environmental impacts. It has been established - <br />that the concurrency test for drainage, roads, solid waste and <br />potable water has been met with the proposed zoning. Analysis also <br />shows that the proposed request will be consistent with other plan <br />policies. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board of <br />County Commissioners approve this request to amend the land use map <br />from L-2 to Commercial and rezone the subject property to CG. <br />0 -Subject Property <br />— Zoning boundary <br />xx Land Use boundary <br />149 <br />M0 ONNf 7 <br />BOOK Shu f' <br />MP <br />
