Cain, P.E. <br />.County Engineer <br />FROM: David B --'*Cox, P.E <br />Civil Engineer <br />DATE: June 4, 1991 <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for <br />Residence at Lot 52, Orchid Isle Estates Subdivision <br />'REFERENCE: Building Permit No. 91050072 w <br />DESCRIPTION AND CONDITIONS <br />Peterson & Votapka, Inc. on behalf of Ocean Reef Construction Corp. <br />is requesting a waiver of the cut and fill balance requirement of <br />Section 930.07(2)(d) of the County Stormwater Management and Flood <br />Protection Ordinance for a proposed single family residence to be <br />located at Lot 52, Orchid Isle Estates Subdivision. The area of <br />the lot exceeds the 1/2 acre threshold requiring a provision of an <br />on-site cut and --fill balance to mitigate displacement of flood <br />waters. A waiver --is available for sites located within the 100 <br />year floodplain of the Indian River. An engineer's certification <br />that all other applicable Stormwater Management Ordinance <br />requirements will be met is attached. The waiver is the last item <br />needed to complete a "Type C" Stormwater Management System Permit <br />application. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria of being <br />located in an estuarine environment and the project engineer has <br />stated that all other Stormwater Management and Flood Protection <br />Ordinance requirements will be met. The total volume of the <br />proposed flood plain displacement is 503 cubic yards. <br />Alternative No. 1 <br />Approve the cut and fill balance waiver request. Upon approval of <br />the waiver, staff would issue the project's Type C Stormwater <br />Management System Permit. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on- <br />site balance of cut and fill. <br />RE60MMENDATION <br />Staff recommends approval of Alternative No. 1. <br />BOOK 8 ""[ l <br />A u <br />163 <br />JUN 1 <br />
