I <br />JUN 18 1W L <br />BOOK 83 pl�IGE <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve advertising a Request for <br />Proposal for selection of and negotiation with an engineering <br />consultant for the project immediately. <br />Commissioner Scurlock did not have any problem with going <br />out for.RFPs, but he did have some questions about this particu- <br />lar line and wanted to be very sure that it is compatible and its <br />timing is right. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously (3-0) author- <br />ized staff to advertise an RFP for selection of and <br />negotiation with an engineering consultant for the <br />above described project. <br />DEVELOPER'S AGREEMENT (CONCURRENCY) W/SEBASTIAN GEN. PARTNERSHIP <br />The Board reviewed memo from the Department of Utility <br />Services: <br />DATE: JUNE 7, 1991 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. "DUKE" OSTER, P. <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />..BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: INDIAN RIVER COUNTY DEVELOPER'S AGREEMENT <br />WITH GENERAL PROPERTIES`" <br />BACKGROUND <br />The subject applicant has applied for re -zoning of 4.45 acres from <br />Heavy Commercial to General Commercial. The property is located" on <br />U.S. #1, south of Woodmere Road and across from Wal-Mart in Sebastian. <br />ANALYSIS <br />Sewer capacity in the amount of 18 ERU's have been reserved in the <br />North County Sewer System. Since Indian River County water is not <br />available to the site, the owner has agreed, by the attached agreement <br />to abandon the existing water system and tie into the County system <br />when available. The owner also agrees to participate in any assessment <br />project that serves his property and pay the current impact fees. <br />RECOMMENDATION - <br />The Department of Utility Services of Indian River County recommends <br />approval of the attached developer's agreement for water service. <br />
