Director Pinto detailed the history of this project and the <br />process of estimating assessments, as well as the reasons for <br />including areas that have not petitioned for water service. <br />Director Pinto wished to mention in the record, as requested <br />by Mr. Chuck Garris, attorney for the Glendale Road Corporation, <br />that his clients feel they are not receiving any benefit from the <br />waterline because there is a water line to the south. We disagree <br />with that, however, and have entered at least 150 feet of depth of <br />that property into the assessment because we feel there is a direct <br />benefit. <br />Chairman Bird asked whether we are committed to this project <br />and, therefore, limited to talking with individual property owners <br />regarding their individual assessments, or is there flexibility to <br />do a portion of the project. <br />Director Pinto felt we are committed, and explained that this <br />is only a small portion, possibly 15%, of the water service <br />necessitated by our Comp Plan; this is a Comp Plan -driven project. <br />While there may be some larger lots that are not priority items, <br />our Director of Planning has advised that at some point in time the <br />entire service area is going to have to be serviced, and it is not <br />economically wise to skip over areas since we will have to come <br />back to them in the future. The project has been planned to be <br />economically sound, and it is very important to understand that it <br />will be two years before any payment has to be made toward the <br />assessments. He estimated the construction time for the project <br />will be about six months, then we finalize the assessment rolls, <br />and the first annual payment will be due the following year. Mr. <br />Pinto also mentioned the ten-year payment program will allow for <br />one annual payment of ten percent of the assessment amount, plus <br />interest as approved by the Commission. <br />Administrator Chandler added that he and the Budget Director <br />have looked at funding for this project and other projects that can <br />be pooled over the next few years. He felt the ten-year plan is a <br />"doable" plan and he will be presenting a report to the Commission <br />at a later date. <br />Director Pinto stressed that the cost is being distributed as <br />equitably as possible. He further explained that the assessment <br />pays for the lines and the work of construction for this specific <br />area; it does not benefit any other area of the County. The impact <br />fee, which is paid at the time of connection or reservation of <br />capacity, pays for the treatment plant capacity at the plant <br />itself.
