JUN 18 11991 BOOK 3 f'A"_AIO <br />more internal lines in the future when that land is developed, and <br />those would be paid for by the individual owner at that time. <br />Director Pinto elaborated by demonstrating on the map that this <br />point only pertains to large acreage and the reasoning is that <br />there is direct benefit to such large and vacant properties when <br />the lines are constructed along the main roads. <br />Commissioner Scurlock felt it should be mentioned that while <br />only parts of the project was initiated by petition, it is being <br />propelled by the need to square -off boundaries. He also emphasized <br />this area was chosen not only because of the petitions but also <br />because of the undersized lots, which must be given priority <br />consideration in providing water service. <br />Director Pinto added that, in looking at the project, it <br />became obvious, because of the location of the petitioned areas, we <br />were required to build main lines on 12th Street and on 43rd Avenue <br />to service the petitioned area so, engineering -wise, it made sense <br />to build the entire system. Another point is that, although there <br />are other areas that have petitioned for water service, the plan is <br />for five phases and this is the logical starting point because of <br />the location of the existing water; then we will proceed to the <br />next logical area, rather than leapfrogging around. <br />Director Pinto elaborated on the subject of main lines and <br />capacity, pointing out that individual street lines could not be <br />put in without the main lines and submain lines and, therefore, <br />they must be included as part of the costs. He stressed that a <br />complete water system should be built because of the economics. In <br />choosing a starting point, we start with a hub, begin with the <br />closest area to the hub and the areas that have environmental <br />needs. <br />Chairman Bird pointed out that although there are property <br />owners, even on small lots, who are satisfied with their 'water <br />supply, the Commission is under mandates and environmental <br />requirements to provide water. <br />Community Development Director Keating stated the requirement <br />by the State of Florida is for counties to identify areas with <br />deficiencies in services and prioritize those areas. He cautioned <br />the consequences of not following their policies could be a lawsuit <br />against the County for not following our plan, as well as a <br />potential loss of $9 million in revenues. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />John Belfonte, 2585 12th Street, questioned the placement of <br />a waterline on the north side of 12th Street by the City, and <br />another line on the south side of 12th Street by the County.
