Belfonte complained that he is buying pipe, paying for the labor to <br />place the pipe, and everything else, and he felt he is paying to <br />put the County in the water business. <br />Mr. Pinto explained that 12th Street is one of the divisions <br />of service boundaries between the County and the City of Vero <br />Beach. This is also true of 43rd Avenue where we did some <br />extensive work on one side and the City worked on the other side. <br />Director Pinto stated it took years of negotiation to decide on <br />these boundary lines, and the end result truly was based on <br />engineering and not necessarily City -County boundaries. <br />Richard Graves, Sun Villa West, commended the County <br />Commissioners for providing water service. His subdivision is one <br />of the petitioners for this project. He pointed out the area on <br />the enlarged map. He recounted discussions where the conclusion <br />was that the more lineal feet of line that could be bid at one <br />time, the lower per unit price we could get and it sounded good to <br />him. He also agreed with the square footage assessment, but not <br />with his assessment being a portion of the square footage of the <br />entire area. He thought it should be for just his portion of the <br />square footage of Sun Villa West's portion of the cost of the <br />lines, and he pointed out that to serve Sun Villa West only <br />requires one line. He quoted figures using both methods and felt <br />by the present method he is subsidizing smaller lots to the west <br />that require a lot more pipe to reach them all. He felt the <br />proposed assessment is not rational and is not equitable and <br />contended that the square footage should relate to the property <br />adjoining the line as it runs down the street. <br />Commissioner Scurlock asked if his suggestion is to take areas <br />that are similar and develop individual assessment rolls on a <br />square footage basis for those, and therefore they would not be <br />lumped into the whole bag, paying for something they are not <br />receiving. <br />Mr. Graves demonstrated his point on the map regarding the <br />length of the water line and the property it serves. He also <br />questioned the placement of fire hydrants on 12th Street and the <br />law governing the use of hydrants by the various fire districts. <br />Commissioner Scurlock understood the policy is that the fire <br />district contracts with both the City of Vero Beach and with the <br />County and pays a per fire hydrant fee on an annual basis. <br />Mr. Pinto felt we could review the placement of hydrants.
