homogenized and does not have stand-alone small -lot areas, we have <br />no alternative but to proceed in this manner, because if we do not <br />we will have to return to those areas eventually and probably at a <br />higher cost. <br />Chairman Bird felt we needed two motions on this item: One <br />would be to re -endorse our support of the project and staff's <br />recommendation; the other would be regarding modification of <br />assessments for any individuals who may have proved their case. <br />Attorney Vitunac advised the motion also should include a <br />finding that there are no properties which are being assessed more <br />than the benefit they are receiving; that is inherent in a valid <br />special assessment. <br />Commissioner Eggert commented that she could see no other way, <br />because of the strong requirements of the Comp Plan, than to go <br />forward with the project at this time. She also felt that <br />economically it is the best time to build the project, plus the <br />long-term financing available to property owners would ease the <br />strain. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously (4-0, <br />Commissioner Wheeler being absent) finding that <br />there are no properties which are being assessed <br />more than the benefit they are receiving, adopted <br />Resolution 91-67 confirming the special assessments <br />in connection with a waterline extension in the area <br />bordered on the north by 12th Street, on the south <br />by 8th Street, on the west by 43rd Avenue and on the <br />east by 27th Avenue; adopted Resolution 91-68 <br />formally accepting utility easements in Sun Villa <br />West, Sun Villa West Addition, Pinewood Estates, <br />Glenwood and Apple Way Subdivisions, as recommended <br />by staff. <br />25 <br />� JUN 18 1991 <br />BOOK 03 f'; f. 1J <br />
