r I <br />JUN is 1991 600K 83 FA.f E 61 <br />Guy Hickman, resident of Apple Way, felt the size of the lots <br />does not reflect the usage of water, is not equitable, and <br />suggested placing a cap on the size of lots for assessments on <br />single-family residences. <br />Rick Farb, representing Debbie Farb, 856 37th Avenue, asked if <br />long-term financing was available. Director Pinto explained that, <br />right now, the impact fee can be financed over five years and we <br />are working on financing the assessment to possibly ten years at <br />9.75%. Chairman Bird assured Mr. Farb we will explore all <br />financing plans. <br />Ann Johnson, from Rosedale Manor on 36th Avenue, felt that <br />only those in opposition were here today and the people who want <br />water and assume it is inevitable are not being heard. She stated <br />there are many property owners who want the project. <br />Chairman Bird asked for figures of the pros and cons and <br />Director Pinto advised that 528 notices, representing 610 parcels, <br />were sent out. <br />The Chairman recessed the meeting briefly at 11:20 o'clock <br />A. M. and reconvened the meeting at 11:30 o'clock A. M. with the <br />same members present, Commissioner Wheeler being absent. <br />The Chairman determined that no one else wished to be heard <br />and thereupon closed the public hearing. <br />Director Pinto stated that after listening to the comments and <br />understanding the point of view of the property owners, staff still <br />feels that square footage is the best method to use and recommends <br />the current method of assessment to build the entire project. <br />Chairman Bird stressed we cannot do only portions of the <br />project because, when the project is started, it will trip the <br />requirement of the State to provide service to all of the <br />undersized lots. He asked staff if it would be a good idea to get <br />bids on the project and get more specific numbers and have another <br />hearing. <br />Commissioner Scurlock felt that bids would not make a <br />difference in the choice of doing the project or not doing the <br />project because the figures would not change that much. His <br />opinion was that we must do the project as a whole. He also felt <br />the square footage basis is correct but wanted to pursue the <br />question raised by Mr. Graves about breaking the project up into <br />subdivisions or streets. He has sympathy for larger lots that are <br />not required to have water service but felt the square footage is <br />the most equitable basis. <br />Director Pinto clarified that the Comp Plan does not exempt <br />the larger lots from water service requirements; the requirement is <br />to prioritize the smaller lot areas.
