On April 22, 1991, the county received DCA's review comments on the <br />proposed amendments. These comments were in the form of an ORC <br />(objections, recommendations and comments) report, which identified" <br />DCA's objections to each of the proposed amendments. As per state <br />law, these objections must be adequately addressed, and a final <br />adoption hearing must be held within sixty days of the receipt of <br />the ORC. The June 18, 1991 meeting will constitute the final <br />adoption hearing for each of those amendments. <br />Once action is taken at this adoption hearing, DCA will review that <br />action to determine if its objections were adequately addressed and <br />then make a compliance finding. Failure to adequately address <br />DCA's objections may prevent the county's plan from being found in <br />compliance and subject the county to the same administrative <br />hearing and sanction process which the county faced with its <br />original non-compliance finding. <br />ALTERNATIVES & ANALYSIS <br />Since receipt of the ORC report, staff has analyzed DCA's apt <br />objections, discussed the objections with DCA during phone <br />conversations, provided the board with a status report and received <br />direction from the board, made revisions to the proposed amendments <br />and staff reports, met with DCA staff on the revisions, made more i <br />revisions, and discussed these revisions with DCA staff during <br />several phone conversations. At this time.staff feels that each of <br />the proposed amendments and the supporting data and analysis <br />address DCA's objections. <br />RECOMMENDATION i <br />Staff recommends that the board consider each of the proposed <br />amendments and take final action on each. <br />Discussion ensued regarding procedure for considering the <br />various Comprehensive Plan Amendments. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, the Board unanimously (4-0) <br />approved separate consideration of each amendment. <br />Under discussion, Chairman Bird asked staff whether this is <br />the way to handle the amendments and thought it required public <br />input. Commissioners Eggert and Scurlock explained their motion <br />was strictly on procedure. Attorney Vitunac advised it was a <br />proper motion and Director Keating felt it was appropriate. <br />THE CHAIRMAN CALLED FOR THE QUESTION <br />It was voted on and carried unanimously (4-0). <br />REQUEST TO AMEND THE COMPREHENSIVE PLAN TO ADOPT THE REMEDIAL <br />ACTIONS REQUIRED BY THE INDIAN RIVER COUNTY/DCA COMPLIANCE <br />AGREEMENT <br />The hour of 9:05 o' clock A.
