Dale Sorensen and <br />James B. Cain, has submitted a request to amend the Comprehensive <br />Plan and create a new mixed use floating land use designation for <br />properties having an agricultural designation. The purpose of this <br />request is to provide an opportunity to develop properties in the <br />agriculturally designated portion of the county through the planned <br />development process.._ The intent is to establish a mechanism - <br />whereby multi -use projects can be allowed in the agricultural areas <br />of the county without creating urban sprawl. This type of mixed <br />use project will create self sufficient communities and provide <br />opportunities for residents to live, work, shop, and attend <br />recreational activities in the same place. <br />On February 13, 1990, the county approved its Comprehensive Plan <br />and sent a copy of the adopted plan to the Department of Community <br />Affairs (DCA) for its compliance review. On April 9, 1990, the DCA <br />issued a statement of intent to find Indian River County's <br />Comprehensive Plan not in compliance. One of the major issues in <br />the non-compliance finding. was urban sprawl. The DCA, in the <br />statement of -intent to find the Indian River County.Comprehensive <br />Plan not in compliance, stated that "the plan fails to discourage <br />the proliferation of urban sprawl because the densities and <br />Intensities of uses assigned in the future land use map to rural <br />and agricultural areas will encourage development in these areas <br />without meaningful controls or regulations designed to discourage <br />the proliferation of urban sprawl". <br />C-] <br />BOOK <br />•,u T. is <br />
