J U L 21991 <br />BOOK PAGE <br />driveways ends and then there is R/W where the grader would go, <br />but Commissioner Eggert pointed out that the driveway extends <br />beyond the swale which is what bothers her. <br />Question then arose as to how Mr. Dupuis set the culvert <br />size, and he stated that he set the culvert at the height shown <br />on the stakes, and he did call Engineering, but they said they <br />didn't need to come out when they had already set the stakes. <br />Commissioner Scurlock noted that is where he has a problem <br />with the inspector just taking someone's word for all this <br />instead of actually going to the site. <br />Bill Meager of the Engineering Department informed the Board <br />that the Engineering Department was not called for slab inspec- <br />tion on this driveway. It is not shown on their records; the <br />only record is that the Building Department signed off. <br />Mr. Dupuis again explained that before he called County <br />Permit, he called Engineering and told them he had set the <br />culvert where they marked on the stakes and asked them if he <br />needed to get any other inspections before he poured the <br />driveway. They said No - all you need is to call for the County <br />permit and have them come out and inspect the driveway. <br />Considerable discussion enused regarding culverts, unpaved <br />roads,.R/W, coordination, etc., with Mr. Meagar explaining that <br />Engineering is in control of the R/W, and the Building Department <br />is in charge of everything up to the property line. <br />Administrator Chandler confirmed that authority to sign off <br />on a driveway lies with Engineering and not with Building, and if <br />a Building Inspector told them the driveway was all right, then <br />we have a problem. <br />Director Davis felt we need to table this item for a week or <br />so and get together with the Building Department to substantiate <br />exactly what occurred. <br />Board members expressed concern about delaying Mr. Dupuis <br />from moving into his house, but Mr. Dupuis and Director Davis <br />explained that in order to get his C.O. and be able to move in <br />his house, Mr. Dupuis put up a $200 bond to cover the cost of <br />removing the concrete if that is what the Board decided. <br />Commissioner Wheeler continued to argue in favor of issuing <br />a license, but Commissioner Scurlock felt we must be extremely <br />concerned about the long range precedent we would set as this <br />could involve a terrible tracking problem. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Scurlock, the Board unanimously (4-0) <br />tabled further action on this item for one week. <br />46 <br />
