� r � <br />You would have to read through them, but he knew Mr. Dupuis' <br />father was well aware of the condition. <br />Commissioner Scurlock felt the key in this situation is <br />whether this Mr. Dupuis is an owner/builder and it is a one time <br />thing or is he a contractor. <br />Commissioner Wheeler asked how deeply the senior Mr. Dupuis <br />was involved with the house, and Mr. Dupuis stated that his <br />father just answered his questions and he personally did not know <br />the driveway was not supposed to go beyond the property line. He <br />stressed that he just wished there had been better communication <br />when he had this driveway inspected. <br />Board members expressed concern as to how these inspections <br />are carried out and the coordination we have between the various <br />departments so that all meshes. <br />Commissioner Wheeler spoke from the perspective of the <br />public and home owner and felt we sometimes forget that we are <br />here to serve the public rather than the other way around. He <br />noted that the homeowner goes out their driveway several times a <br />day while the grader probably doesn't go there more than every <br />month or so, and he did not believe we have had a problem with <br />the grader being damaged. He also did not believe we will pave <br />that road in the next 20 years, and just felt it should be <br />understood that when we ever do pave that road, it then is the <br />owner's responsibility to move that driveway. <br />Commissioner Scurlock pointed out the problem is that on an <br />average, a house will change owners every 7 years or so, and you <br />could go in to pave the road and be faced with 50 driveways that <br />have to be removed, and the present owners will say they knew <br />nothing about it. <br />Chairman Bird noted that another problem is where the <br />driveways are put in with improper elevation and impede the <br />drainage for the whole subdivision. <br />Director Davis informed the Board that there is a statement <br />In red on the face of the permit advising that grade stakes and <br />site inspections are required and please call 567-8000 Engineer- <br />ing Division, but it may be possible that they called the <br />Building Department instead. <br />Commissioner Scurlock felt that we must be consistent and <br />either issue these licenses or don't. He asked if we are in a <br />position to grant a standard license agreement to allow people to <br />put these driveways on unpaved roads, and Administrator Chandler <br />believed that is what is going to need to be done because we do <br />need -to be consistent and possibly we need to change the policy. <br />Mr. Dupuis submitted pictures of his driveway. Commissioner <br />Wheeler felt they showed there is quite a distance from where the <br />45 Ea00K �; FA�c 00 <br />
