ASHE <br />PREPARED BY: ASSISTANT DIRE OF UTILITY SERVICES <br />SUBJECT: AGREEMENT BETWEEN INDIAN RIVER COUNTY AND T.V. PARK, <br />LTD. (TANGLEWOOD VILLAGE MOBILE HOME PARK - TVMHP) <br />FOR PAYMENT OF IMPACT FEES AND CONNECTION TO INDIAN <br />RIVER COUNTY WATER AND WASTEWATER FACILITIES <br />T.V. Park, Ltd.,. (TVMHP) currently serves 110 mobile home lots and <br />18 RV sites with on-site private water and wastewater plants. T.V. <br />Park, Ltd., does not operate under an Indian River County Franchise. <br />ANALYSIS: <br />At various times, TVMHP has experienced operating problems with both <br />water and wastewater plants. Over a period of 1 1/2 years, the <br />Department of Utility Services has attempted to negotiate connection <br />of TVMHP to Indian River County water and wastewater facilities, <br />which are adjacent to the development on US 1. Upon the <br />Departments offer of extended financing of the impact fees to <br />mobile home parks as authorized by the Board of County Commissioners <br />in approval of increased rates, T.V. Park, Ltd., has executed the <br />attached financing and connection agreements, agreeing to connect to <br />Indian River County water and wastewater facilities. T.V. Park, <br />Ltd., executed the financing agreement for payment of 119 ERUs of <br />water and wastewater capacity (copy attached). Approval of this <br />agreement will enable the elimination of a private wastewater <br />treatment plant and achieve the goal of regionalization of Indian <br />River County Utilities as adopted by the Board of County <br />Commissioners and the Department of Utility Services. <br />RECOMMENDATION: <br />The Staff of the Department of Utility Services recommends that the <br />Board. of County Commissioners approve the attached agreement between <br />Indian River County and T.V. Park, Ltd., for the connection of TVMHP <br />to Indian River County water and wastewater facilities and authorize <br />the execution of the agreement by the Chairman of the Board of <br />County Commissioners. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously (4-0) <br />approved Agreement with T.V.Park, Ltd. as recommended <br />by staff. <br />SAID AGREEMENT IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD. <br />52 <br />
