He would be agreeable to not renting the <br />power boats from the causeway or having them anchored there. <br />The Board had many questions as to where the people who rent <br />the power boats would be parking their cars; would the boats be <br />brought in on a trailer; where someone renting a power boat would <br />leave it; would they land at the causeway, etc.; and Mr. Parsons <br />commented that it sounded very much to him as if Mr. Davis <br />intends to bring the power boats down to the causeway launch ramp <br />with a trailer and a customer and launch them there, which he <br />felt is the same as renting the boats there. <br />Commissioner Scurlock commented that his impression is that <br />this all sounds as if we are going to be operating on the edge. <br />The Board continued to discuss "gray" areas, and Chairman <br />Bird asked if the Board wishes to give this operation a chance <br />and then cancel it if we are not satisfied, or what. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, Chairman Bird voting in opposition <br />and Commissioner Bowman being absent, the Board by a <br />3 to 1 vote directed staff to give Abyss Maritime, Inc., <br />30 days notice and terminate the License Agreement. <br />FIREARMS -RANGE COMMITTEE_ REPORT <br />Chairman Bird reviewed the following memo: <br />FIREARMS RANGE COMMITTEE <br />SUMMARY OF ACTIONS <br />MEETING OF 6/26/91 <br />The committee reviewed Carter and Associates engineering report <br />and the environmental report of the property for the proposed <br />firing range near 20 -mile bend. The report brought out many <br />problems relating to permitting and mitigation. <br />The committee unanimously recommended that the County Commission <br />notify St. Johns that this property is not suitable for a firing <br />range, and ask them to consider other upland sites. In the <br />meantime, committee members will investigate other areas of the <br />County in an attempt to find a suitable piece of property that <br />the County could purchase for a range facility. <br />Commissioner Scurlock believed the LAAC has a list of <br />properties they are looking at now and possibly those could be <br />reviewed to see if they are environmentally compatible for the <br />purpose of a firing range. <br />Commissioner Wheeler asked why the subject property isn't <br />compatible, and Chairman Bird advised that in a survey, it was <br />found that the major portion of the property is considered <br />64 <br />
