wetlands which would require a considerable amount of off-site <br />mitigation in order to drain and fill. In addition, the grove <br />owners to the west have a flowage easement across this property. <br />There were numerous concerns which make the site too expensive to <br />develop. He stressed the amount of time and frustration involved <br />in trying to find a suitable and inexpensive piece of land. <br />Commissioner Wheeler asked about the possibility of some <br />area near the Landfill, but Chairman Bird advised that area was <br />looked at early on and we need about 60/80 acres. <br />Commissioner Scurlock noted that we did look at a site that <br />has some irregularity in shape on the other side of 1-95. He <br />felt Chairman Bird has had some unfair criticism regarding not <br />finding property for a firing range, but this Commission <br />certainly was not going to spend a million dollars to buy a site, <br />and as to saying land would have been found if it had been a golf <br />course, that golf course is making money. He personally would <br />support some public monies with possibly some Law Enforcement <br />grants being used for this purpose, and the private sector should <br />have to support it to some extent. <br />Chairman Bird confirmed that we are already expanding the <br />search, and he just wanted to notify St. Johns that while we <br />appreciate them making this available, it doesn't appear suitable <br />for our purpose and we would like them to consider an alternate <br />site with more upland characteristics. <br />Commissioner Scurlock believed if we are ever going to get a <br />firing range, we will have to make a decision here to put up some <br />money. He believed we also need to put the rest of Carter's <br />contract on hold until we can find an alternate site. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously (4-0) author- <br />ized staff to do what is necessary administratively to <br />hold the contract with Carter and Associates in abeyance <br />while we expand the search for an alternate firing range <br />site and notify St. John's as discussed. <br />SOLID WASTE DISPOSAL DISTRICT <br />The Chairman announced that immediately upon adjournment, <br />the Board of County Commissioners would reconvene sitting as the <br />District Board of Commissioners of the Solid Waste Disposal <br />District. <br />Those Minutes are being prepared separately. <br />65 t <br />BOOK �, F UE b <br />
