Collins II - Assistant County Attorney <br />July 10, 1991 <br />SUBJECT: Local Pollution Control Program - Generals <br />Environmental Health Director Michael Galanis has requested the Board <br />consider for approval a proposed General Operating Agreement with the <br />Florida Department of Environmental Regulation for a Local Pollution Control <br />Program. The agreement essentially delegates certain D.E.R. functions to <br />the local Environmental Health Department. Dr. Berman will be the local <br />Program Director. <br />Also presented is a Resolution to create a "local pollution control trust fund" <br />which would be a depository for monies collected from environmental <br />enforcement action. The resolution provides that upon recommendation of <br />the County Administrator, Director of the Indian River County Public Health <br />Unit, and the Indian River County Environmental Control Officer, the Board <br />would approve disbursements from the fund for projects which enhance the <br />County's environmental resources and pollution control activities. <br />REQUESTED ACTION: , <br />1. The agreement contemplates that <br />it will be followed by specific operating agreements which <br />would outline each DER function to be delegated to Indian <br />30 <br />
