AUG k, <br />BOOKG Fw 1D®4� <br />ALTERNATIVES AND ANALYSIS: <br />It is estimated that $285,000 will be generated by the $.48 E911 <br />surcharge in FY 91-92. The funds will be utilized for staff <br />maintenance of the data base, operating expenditures, capital <br />outlay, and a contingency fund to ensure the integrity of the <br />system to timely direct emergency personnel so that the protection <br />of lives and property can be assured. <br />If approved by the Board of County Commissioners, the Resolution <br />will be forwarded to Southern Bell Telephone Company so that the <br />fee will be implemented effective October 1, 1991. <br />RECOMMENDATION: <br />Staff recommends approval of the resolution imposing the E911 <br />surcharge with a $.48 fee for the next fiscal year. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, the Board unanimously adopted <br />Resolution 91-88 reauthorizing imposition of the <br />Countywide E911 Fee. <br />Commissioner Eggert noted that the recommendation is only to <br />reauthorize this fee for one year, and she believed the Legis- <br />lature has deleted the requirement for annual approval. <br />Director Wright explained they only deleted the approval by <br />the state; it is just approved at the county level from now on. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />RESOLUTION - 91-88 <br />A RESOLUTION OF THE INDIAN RIVER COUNTY BOARD OF COUNTY <br />COMMISSIONERS PROVIDING FOR THE ESTABLISHMENT OF A <br />COUNTYWIDE "E911" TELEPHONE FEE TO PAY FOR SYSTEM <br />CHARGES; PROVIDING FOR SEVERABILITY; PROVIDING FOR <br />INCLUSION IN THE INDIAN RIVER COUNTY ADMINISTRATIVE CODE; <br />AND PROVIDING FOR AN EFFECTIVE DATE. <br />WHEREAS, the Legislature enacted House Bill 1223 which amended <br />Section 365.711, Florida Statutes, entitled "The Florida Emergency <br />Telephone Act" to permit the imposition of a 11911" fee on all <br />residential and business telephone lines; and <br />WHEREAS, this fee may be used to pay for all charges assessed <br />to the countywide 11911" emergency telephone system; and <br />WHEREAS, this fee may not exceed $.50 per line, per month; and <br />WHEREAS, the "911" fee will generate revenue which will pay <br />the cost of providing such service throughout the County including <br />the various municipalities; NOW, THEREFORE, <br />30 <br />
