RESOLUTION REAUTHORIZING IMPOSITION OF COUNTYWIDE E911 FEE <br />Emergency Management Director Doug Wright reviewed the <br />following: <br />TO: Board of County Commissioners <br />FROM: Doug Wright, Director <br />Emergency Management Services <br />DATE: July 23, 1991 <br />SUBJECT: APPROVAL OF RESOLUTION REAUTHORIZING IMPOSITION OF <br />COUNTYWIDE E911 FEE <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />The Florida Legislature in 1991 passed legislation amending Chapter <br />365.171, revising provisions relating to the 0911" fee which <br />permits county governments to impose a fee on all residential and <br />business telephone lines to pay for expenses associated with the <br />operation of the E911 system withla cap of $.50. <br />The revisions approved by the legislature provides for the <br />following actions: <br />1. Deletes the requirement for annual approval of a county's <br />recurring fee by the Division of Communications; <br />2. Specifies that a fund be established exclusively for 911 <br />fee revenues and expenditures; <br />3. Requires that moneys in the fund be used only for <br />specified purposes; <br />40 Requires an annual audit of the fund; <br />5. Provides for carry over of funds and specifies those <br />costs which are eligible for expenditure of "911" fee <br />revenues; <br />6. Provides for expenditure of fees for two county <br />positions; prohibits' certain expenditures, and <br />establishes legislativeigoal. <br />In FY 90-91, the Indian River County Board of County Commissioners <br />approved imposition of the 911 fee per line per month to fund the <br />recurring and non-recurring charges related to operation of the two <br />Public Safety Answering Points (PSAP) in the County. The split <br />approved by the Florida Division of Communications and the County <br />for the year was $.44 recurring and $.04 non-recurring. <br />The revised law does not distinguish between recurring and non- <br />recurring in terms of the 911 fee. Staff has reviewed the revenue <br />the fee will generate in FY 91-92 and recommends the same fee as <br />the prior year at $.48 per line. <br />The matter is now before the Board of County Commissioners for <br />approval of the Resolution required to reauthorize the E911 fee for <br />FY 91-92. <br />29 <br />� AUG 61991 <br />
