MCCAIN <br />CAPIT ENGINEER <br />DEPAR F UTIL Y SERVICES <br />REQUEST FOR PROPOSALS FOR UPDATING OF EXISTING <br />UTILITY MASTER PLANS <br />BACKGROUND <br />On June 4, -1991, the Board of County Commissioners reviewed an <br />Agenda Item recommending the updating of the existing utility Master <br />Plans (see attached memo and meeting minutes). After review.of this <br />memo and a lengthy discussion, the Utilities Department was directed <br />to prepare a scope of services in the form .of an RFP (Request for <br />Proposals) to bring back to the Commission for approval. The <br />Utilities Department is now prepared to do this. <br />ANALYSIS <br />In the attached RFP, we have outlined major changes that have <br />contributed to the need for updating the existing Master Plans. The <br />review entails both an engineering and an economic analysis to <br />better assist Utilities in capital project planning, as well as in <br />the review of private development projects. Also included in the <br />RFP is a statement disallowing the successful engineering firm from <br />designing any projects identified in the subsequent Master Plans. <br />This particular restriction requires very serious consideration <br />prior to its inclusion in the final RFP, as it could potentially <br />limit the number of interested firms. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners authorize an RFP to update all utility <br />Master Plans and negotiate with the selected engineering firms. <br />Director Pinto commented that as staff has rewritten the <br />scope, it severely restricts the ability of the engineering firm <br />which does the updating of the master plans to participate in the <br />design of any projects identified in the master plan. <br />Commissioner Scurlock referred to staff recommendation <br />regarding permission to negotiate with the selected firm and <br />commented that he thought generally after the RFP •went out on the <br />street, it came back to the Board before we went to negotiations. <br />Administrator Chandler stated that there is no question but <br />that this would follow our usual process, and Director Pinto <br />BOOK N4 10 1 6 <br />45 <br />
