WISEMEN, P.E. <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: BLUE CYPRESS COMMUNITY SEWAGE IMPROVEMENT <br />IRC PROJECT NO. US -90 -01 -DC -CS <br />BACKGROUND <br />On November 6, 1990, the Board of County Commissioners approved an <br />agreement with Professional Engineering Consultants, Inc., to provide <br />engineering services for the above -referenced project. (See Attachment <br />No. 1.) <br />A critical part of this project is the site location for the <br />wastewater treatment plant. After investigation, the first choice site <br />was unobtainable without possible condemnation. A second choice site <br />has been investigated and negotiations have been concluded with the <br />.owner. (See Attachment No. 2.) During selection of the site, some <br />additional services which are part of the County's responsibility in <br />survey and subsurface investigation were necessary in determining <br />suitability and feasibility of the site prior to negotiations with the <br />landowner. <br />During the meeting with the landowner, on July 3, 1991, the <br />landowner expressed his concerns with obtaining a long term <br />Agricultural Pumping Permit from St. Johns River Water Management <br />District (SJRWMD) to continue pumping the proposed site. The testing <br />requirements of the SJRWMD Permit would make it economically unfeasible <br />for the landowner to continue his pumping practices. The pumping would <br />be essential to the initially proposed spray irrigation effluent <br />disposal system. Without pumping, the irrigation area would become <br />submersed land, and spray irrigation system technology could not be <br />applied. The landowner has offered 20 acres for sale and will donate an <br />additional 29 acres to support an artificial wetlands disposal system. <br />The Planning and Zoning Department requires that a minimum of 20 <br />acres be acquired for the project in the subject area of zoning AG -3. <br />(See Attachment No. 3.) The minimum 20 -acre requirement (zone AG -3) is <br />triggering a Management and Storage of Surface Water Permit (MSSW). <br />Also, since current site pumping by the landowner is eliminated, the <br />MSSW Permit will be necessary. This requirement will increase <br />administrative, permitting and engineering consultant costs. <br />As a result of the above-mentioned proposal, the consultant must <br />change the design of the effluent disposal system from the original <br />spray irrigation system to an artificial wetland system with no direct <br />discharge to the lake or natural marsh by the lake. Using the design <br />capacity and considering the environmental impact in the area, it is <br />required that approximately 40 acres of wetland be created. The cost <br />to acquire the site, wetland area, and mitigation area property is <br />$20,000.00. <br />54 <br />
