L-1 <br />To compare with the artificial wetland system, the spray <br />irrigation system, if so desired, would require a pumping system to <br />lower the ground water. The design and construction cost of this <br />pumping system, at the minimum, would add $100,000.00 to the cost of <br />the project (with back-up pumps, required by D.E.R.). <br />ANALYSIS <br />The artificial wetland has been selected by the staff for the following <br />reasons: <br />a. Lower in initial capital cost in design and construction. <br />b. Less manpower requirements. <br />C. It is less complicated to maintain. <br />d. It is less costly to maintain. <br />e. It is environmentally sound for the area. Florida Department <br />of Environmental Regulation and SJRWMD are in favor of they <br />concept. <br />The estimated total assessment cost at this time is as follows: <br />1. Present estimated construction cost $445,000.00 <br />(this includes package plant relocation) <br />15% contingency $ 671000.00. <br />2. Estimated administrative costs are: <br />a) Postage, copies and permitting cost $ 9,500.00 <br />b) Additional services in survey and subsurface $ 51500.00 <br />investigation service fee. This includes <br />services on alternate site, additional <br />acreage and mitigation area, and <br />lift station site <br />3. Land acquisition; includes 40 acres of site with $ 20,000.00 <br />wetland area and 9 acres of mitigation area <br />4. Engineering (original authorization). <br />This includes design using the existing package <br />plant, permitting services, topography, <br />boundary surveys and legal description of <br />first site only, construction phase services, <br />bidding services and inspection services. <br />''5. Additional engineering services proposed with <br />upper limit are (WORK AUTHORIZATION NO. 2): <br />.This includes modification in design using <br />-artificial wetland for effluent disposal system, <br />MSSW permit and its requirements <br />Total estimated project cost <br />County assessment <br />Total estimated assessment cost to <br />benefitting property owners <br />RECOMMENDATION <br />$ 65,600.00 ". <br />$622,600.00 <br />($150,000.00) <br />$472,600.00 <br />Looking at the complexity and sensitivity of the environment of <br />project, the Department of Utility Services recommends that the <br />of County Commissioners approve the continuation of this project <br />the following: <br />this <br />Board <br />with <br />1. Purchase of the 20 -acre site and donation of 29 acres to support <br />the artificial wetlands disposal system and authorize the Chairman <br />of the Board of County- Commissioners to execute the purchase <br />contract. <br />2.
