districts the reason for the increase is the Emergency Services <br />Equalization Plan that was presented and approved by the voters in <br />March. In terms of expense and millage, the recommendations for <br />the three districts are consistent with what was presented to the <br />voters at that time. There has been no increase above what was <br />presented. The proposed South County Fire District budget o.f <br />$6,609,363 contains an expense increase of $634,406. The proposed <br />millage rate of 1.7996 represents an increase of 16.140 over <br />rolled -back millage. The primary areas of increase within this <br />budget are compliance with the Emergency Equalization Plan that <br />was approved by the voters; three new Lieutenants for minimum <br />manning per ISO for second ladder company to maintain insurance <br />rating; pension increase of $13,706 for the employee under the old <br />City of Vero Beach retirement plan to be brought to parity with <br />the State plan; increase in reserve for salaries of $390,482 to <br />comply with union contract of 6% salary increase; and $86,530 in <br />increased health insurance costs over last year. <br />Commissioner Scurlock wished to point out that approximately <br />41% of the overall budget goes towards law enforcement, and that <br />doesn't include the budgets for the agencies connected with the <br />judicial system. When you add the funding for fire protection <br />service, paramedics and advanced life support, he would estimate <br />that 65-70a of the total budget is going towards those activities, <br />which is scary. <br />Chairman Bird opened the public hearing on the South County <br />Fire District and asked if anyone wished to be heard.
