He could see where <br />drainage could be a benefit, but couldn't see any benefit from the <br />_ paving of roads that are three miles away from his house. He <br />advised that they have approximately 150 signatures on petitions <br />against this assessment. <br />Administrator Chandler advised those petitions were <br />circulated to the Commission through tonight's backup material. <br />Mr. Cook stressed that the notices for the public hearing <br />stated that it was for Vero Lake Estates, but when they found that <br />it pertained to Less Pine Lake Estates, they began to collect <br />signatures on petitions opposing the increased assessment. <br />Director Davis felt that the type of drainage that is planned <br />will benefit agricultural more than residential. <br />Chairman Bird pointed out that with his 1 unit per 5 acres, <br />Mr. Cook has the potential of coming in for 1 unit per acre and <br />building 4 more houses, but Mr. Cook stated that he never would do <br />that. <br />Chairman Bird commented that while we are getting mixed <br />signals from the people out in that area, the Board recognizes <br />that we have to do some improvements out there. Coming up with a <br />'fair formula to assess is not an exact science, but we are trying <br />to work out the inequities. <br />Mr. Cook stated he would be very glad to see the inequities <br />worked out, but maintained that there are more people against this <br />project than for it. <br />Commissioner Scurlock felt that the contacts he has had and <br />the petitions that have been submitted to the Board indicate that <br />there is a small majority in favor of the project. He was <br />concerned about the question Mr. Cook raised regarding the <br />exclusion of Mr. Ansin's property, because, obviously, if another <br />piece of property is included in the assessment, it decreases each <br />individual assessment to some extent.
