EP 5 199t <br />BOOK '4 F,9fr �1 <br />Susan Peters of Less Pine Lake Estates stated that 100% of <br />the people in Less Pine Lake Estates and Pine Lake Estates are <br />opposed to the increased assessment of $50. They are not against <br />the $15 they have been paying, just the increase. They don't feel <br />that this additional $35 per parcel/acre will benefit them. She <br />wished to emphasize that they are already zoned residential even <br />though they have 5 acres. They had their parcel subdivided into <br />two plots of 21 acres and pay 3 assessments on each plot for a <br />total of 6 instead of 5. When she and her husband requested their <br />property be rezoned to residential, it was with the thought of <br />putting 3 houses on that acreage, but they found out after it had <br />been approved by the Commission that they couldn't do it because <br />they didn't have enough frontage to divide it equally into 3 <br />parcels. They could put in more than 3 houses, but they would <br />have to build a road at a cost of $18,000, put in a cul-de-sac, <br />and then turn it over to the County. She was sorry, but she <br />wasn't that foolish. Continuing with her arguments against the <br />project, she poin-ted out that the residents from these areas have <br />no access into the area to the south. There are no cross -overs <br />over the canal and to get any benefit from the roads slated to be <br />paved, they would have to go out onto CR -512 and go back into that <br />southern area. She admitted they would benefit from the drainage, <br />but if the roads were not paved, they still would be paying only <br />$15.00 per parcel/acre. <br />Director Davis reemphasized that drainage improvements will <br />account for 50% of the cost of the project and that the entire <br />area will benefit from the drainage program. <br />Mrs. Peters continued to argue against the increased <br />assessment, and after considerable debate, she stated she would <br />like two things: 1) The County to prove to her how this plan will <br />benefit their area, and 2) A tally of the petitions for and <br />against the project. <br />Commissioner Scurlock advised that an informal count <br />indicates we have received 134 petitions in favor of the project <br />24 <br />
