HRS RESTRUCTURING REPORT <br />Commissioner Eggert went over the following recommendations: <br />TO: Board of County Commissioners <br />FROM: Carolyn R. Eggert, <br />Commissioner <br />RE: HRS - Interim Planning Group Report <br />DATE: September 5, 1991 <br />After attending many meetings, I wish this report made <br />me happier. I would like to make the following <br />recommendations for approval of the Commission. <br />1. That the geographic boundaries be approved as <br />submitted'- the 4 -county area. <br />2. Correction be made on page 2, item 5 to read, "The <br />City of Vero Beach and the City of Stuart have been <br />classified as urban areas. (St. Lucie County is a <br />metropolitan area with an HMO). <br />3. ..That the Authority be local and policy be set by <br />the Health and Rehabilitative Services Board. However this <br />Board should not be a law unto itself - cooperation needed <br />with Tallahassee and other councils. <br />4. That the Alcohol, Drug Abuse and Mental Health <br />Planning Council be continued by the legislature separate <br />from the HRS Board but acting as an advisory group to the <br />HRS Board (page 5, item 9). Task is so large, HRS Board <br />needs this additional information. <br />5. , That interagency councils be set up in each county <br />separate from the HRS Board or ex -officio to it but as <br />advisory to it. This would bring more direct information to <br />the HRS Board (page 6, item 11). <br />A <br />6" That the Board of County Commissioners appoint two <br />from each county instead of the Governor. If Governor <br />appoints it should be from a list approved by the BCC as <br />required for Children's Services Councils (page 7, item 3). <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />Commissioner Eggert's recommendations regarding the <br />HRS Interim Planning Group Report. <br />29 <br />BOOK <br />
