In all zoning districts except the industrial districts, <br />all equipment, machinery and facilities which cannot, due <br />to their size or nature, be located within an enclosed <br />- building shall be separated from adjacent properties <br />having a residential land use designation by a type "D" <br />buffer (with 6' opaque screening) as specified in Chapter <br />926, Landscaping. <br />d. All buildings and loading areas shall be located a <br />minimum of fifty (50) feet from any lot line adjacent to <br />a residentially designated property. <br />e. Driveways located in close proximity to adjacent <br />properties having a residential land use designation <br />shall provide a 6' opaque screening between the driveway <br />and adjacent property. An 8' opaque screen may. be <br />required if deemed necessary to mitigate noise and visual <br />impacts. <br />The proposed improvements meet all of the applicable specific <br />land use criteria. <br />15. Surrounding Land Use and Zoning: - <br />North: Sea Oaks/RM-6 <br />South: Vacant, proposed Coquina Development/RM-6 <br />East: Vacant/RM-6 _ <br />West: Sea Oaks/RM-6 <br />RECOMMENDATION: <br />Based on the analysis performed, -staff recommends that: <br />1. The Board of County Commissioners approve the special <br />exception use, with the following conditions: <br />a. that 10' of property be set aside for S.R. A.l.A. right- <br />of-way, as described in item #12 of this report; and <br />b. that prior to the issuance of a certificate of occupancy <br />' (C.O.) for the plant expansion, an 8' wide. bikepath be <br />f constructed in the 10' of property to be set aside as <br />right-of-way. <br />Chairman Bird asked if anyone present wished to be heard, <br />and there were none. He thereupon closed the public hearing. <br />ON MOTION by Commissioner Wheeler, SECONDED by Com- <br />missioner Eggert, the Board unanimously granted Special <br />Exception Approval for the expansion of the North Beach <br />Wastewater Treatment Plant with the conditions as to a <br />10' R/W set aside and an 8' bikepath as recommended by <br />staff. <br />22 <br />- M <br />
