DESCRIPTION AND CONDITIONS: <br />McQueen and Associates, Inc. has submitted a major site plan and <br />special exception use application to construct a library addition <br />and other associated site improvements at St. Edwards Upper School. <br />The property is located south of Sand Pointe Subdivision at 246 <br />S.R. A.1.A. The associated site improvements include a dock, <br />parking lot, drainage and landscape improvements. These <br />improvements, as well as the library itself, will require special <br />exception use approval. The subject property is zoned RS -3 <br />(Residential Single Family up to 3 units per acre). <br />The Board of County Commissioners is to approve, approve with <br />conditions, or deny the special exception use request. Pursuant to <br />Section 971.05, the Board of County Commissioners is to consider <br />the appropriateness of the requested use based on the submitted <br />site plan and the suitability of the site for that use. The County <br />may attach any conditions and safeguards necessary to mitigate <br />impacts and to ensure compatibility of the use with the surrounding <br />area. <br />At its August 22, 1991 meeting the Planning and Zoning Commission <br />recommended unanimously that the Board of County Commissioners <br />grant special exception use approval for St. Edward's library <br />expansion and associated improvements. The Planning and Zoning <br />Commission approved the major site plan subject to approval of the <br />special exception use by.the Board of County Commissioners. Thus, <br />if the Board of County Commissioners approves the use, then the <br />major site plan will be automatically in effect. <br />ANALYSIS: <br />1. Land Use Designation: L-1, Low Density Residential (up to <br />3 units per acre) <br />4. Impervious.Area: <br />Existing: 89,89$ sq. ft. <br />Proposed: 32,939 sq. ft. <br />Total 122,837 sq. ft. <br />6. Open Space Required: 40% <br />Provided: 81.9% <br />7. Traffic Circulation: The school will utilize the existing <br />driveway connection to S.R. A.1.A. <br />8. Parking: <br />Required: 146 spaces (as determined by approved <br />parking study) <br />Provided: 168 spaces (146 paved spaces; 22 grassed <br />"overflow" spaces) <br />Pursuant to Section 954.08(3), the applicant submitted a <br />parking study (conducted at the site) which indicated that 146 <br />parking spaces would meet anticipated parking demand, rather - <br />31 <br />ROOK ; F",UC.
