F' SEP 24- 19-9i <br />than the 213 spaces required by the general parking standard <br />for secondary schools. The study was reviewed and approved by <br />the County Traffic Engineer, with the provision that 15% of <br />the 146 total required spaces (22 spaces), must be provided as <br />grassed overflow parking areas. <br />The general parking requirement for schools is based upon the <br />number of classrooms, and assumes a high number of students <br />per classroom. The major difference between the actual <br />parking study results for St. Edwards and the general standard <br />was due, in part, to the fact that the number of students per <br />classroom at the private school is significantly lower than <br />the number of students per classroom in typical public <br />schools. All of the methods, results, and conclusions of the <br />study were approved by the County Traffic Engineer. By way of <br />approval of the site plan application, the Planning and Zoning <br />Commission approved the reduction in spaces indicated by the <br />approved parking study. <br />9. Stormwater Management: The Stormwater Management Plan has <br />been reviewed and approved by the Public Works Department, <br />subject to the issuance of a cut and fill waiver being granted <br />by the Board of County Commissioners. <br />10. Landscape Plan: The landscape plan is in conformance with <br />Chapter 926, including a "Type C" buffer along the north and <br />south property lines. <br />11. Utilities: The project is currently serviced by City of Vero <br />Beach Utilities Department. The City will continue to serve <br />this project. <br />12. Environmental Concerns: Presently, there is a variety of <br />exotic nuisance vegetation growing on the site. There is a <br />stand of Australian Pines along the south property line and <br />Brazilian Peppers growing along the Indian River. Pursuant to <br />929.08, the applicant is required to remove all exotic <br />nuisance vegetation. <br />The eastern portion of the project has some remnant native <br />upland vegetation. This native upland area covers <br />approximately 1.39 acres. The applicant will place 10% of <br />that area in a conservation easement pursuant to 929.05. This <br />arrangement has been approved by the County's Environmental <br />Planning section and will meet the requirements of 929.05. <br />13. Dedications and Improvements: none are applicable. <br />14. Concurrency: A concurrency certificate for this project was <br />issued June 25, 1991. Therefore, all applicable concurrency <br />requirements have been met. <br />15. Specific Land Use Criteria: <br />a. Sites for secondary schools shall be located near <br />thoroughfares so as to discourage traffic along local <br />residential streets in residential subdivision. <br />Elementary schools should be discouraged from locating <br />adjacent to major arterial roadways. <br />b. For the type of facility proposed, the minimum spatial <br />requirements for the site shall be similar to standards <br />utilized by the Indian River County school board and the <br />State of Florida. <br />C. No main or accessory building shall be located within one <br />hundred (100) feet of any property line not adjacent to <br />a street or roadway. No main or accessory building shall <br />32 <br />
