be located within fifty (50) feet of any property line <br />abutting a local road right-of-way that serves a single <br />family area. <br />d. The applicant shall submit a description of anticipated <br />service area and projected enrollment, by stages if <br />appropriate, and relate the same to a development plan <br />explaining: <br />1. Area to be developed by construction phase. <br />2. Adequacy of site to accommodate anticipated <br />facilities, enrollment, recreation area, off-street <br />parking, and pedestrian and vehicular circulation <br />on site including loading, unloading and queuing of <br />school bus traffic. <br />3. Safety features of the development plan. <br />e. No rooms within the school shall be regularly used for <br />the housing of students when located in a Single -Family <br />Residential District. <br />f. The facilities shall have a Type "C" buffer in the A-1, <br />A-2, A-3, RFD, RS -1, RS -2, RS -3 and RS -6 Districts. <br />g. The facilities shall have a Type "D" buffer in all other <br />. residential districts nollisted in #6 above. <br />The proposed improvements meet all applicable specific land <br />use criteria. <br />16. Surrounding Land Use and Zoning: <br />North: Sandrift Subdivision/RS-3 <br />South: Moorings Golf Course/RS-3 <br />East: Residential Subdivisions/RS-3 <br />West: Indian River/RS-3 <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends: <br />1. That the Board of County Commissioners approve the special <br />exception use, with the following conditions: <br />a. that prior to site plan release a cut and fill waiver <br />granted by the Board of County Commissioners shall be <br />obtained by the applicant; <br />b. that prior to site plan release the applicant shall grant <br />a conservation easement in a form acceptable to the <br />County Attorney's Office, for the conservation area <br />depicted on the site plan; and <br />C. that prior to the issuance of a Certificate of Occupancy <br />(C.O.) all exotic nuisance vegetation shall be removed <br />from the project site. <br />Director Boling informed the Board that several things that <br />did not meet approval before have been brought up to standard. <br />The Chairman asked if anyone wished to be heard.
