fool'. b rrl.-.JE .655 <br />SEP 2 4 1991 <br />Joe Dorsky, Town Manager, spoke of the difficulties in <br />determining boundaries between the incorporated and unincorpo- <br />rated area along Jungle Trail and the problems associated with <br />law enforcement. He also noted that the Town's services from the <br />point of view of medical care and transportation have been <br />required in those enclaves as they are closer than the County <br />services. For those reasons, they felt the enclaves should be <br />part of the Town. This was brought up some years previously, but <br />some of the owners were opposed and it was dropped. Now, with <br />the new Growth Management Act and with each entity having <br />developed their own Comprehensive Plan, the Town Council feels it <br />should be pursued. <br />Commissioner Scurlock requested that Mr. Dorsky identify -an <br />enclave, and Mr. Dorsky stated that it would be a county <br />unincorporated area surrounded -by an incorporated area. - <br />Commissioner Scurlock noted that, in other words, it would <br />not be contiguous, and he felt the area along Jungle Trail is <br />contiguous to the County. It is a finger. <br />Mr. Dorsky stated that it is surrounded by the municipality. <br />Commissioner Scurlock then brought up Bobby--Hiers' property <br />and did not think that was surrounded. <br />Mr. Dorsky advised those in the enclaves are the Michaels <br />property - the Jones property - and Morningside Drive <br />Subdivision. <br />Commissioner Scurlock noted that they then are not trying to <br />annex Bobby Hiers' property, and Mr. Dorsky stated that he.had <br />never heard of Mr. Hiers. <br />In further discussion it was noted that Mr. Hiers is a lot <br />owner, and he is saying the residents in the area don't want to <br />be annexed. <br />Mir. Dorsky stated that they have letters from some residents <br />who wish to be annexed. He then cited the policy in the County <br />Comprehensive Plan which states the County would coordinate and <br />help the municipalities with annexations. He felt that everyone <br />agrees, from the standpoint of administrating your local and <br />county government, that enclaves shouldn't be there. Mr. Dorsky <br />continued that they don't like to bring these in if they don't <br />want to come in, and probably they will be more of a problem than <br />a benefit to the Town, but it seems for the orderliness of the <br />government, they ought to be in there. The Town Council, <br />therefore, passed a Motion to ask the Legislative Delegation to <br />put forth an Act to provide for the annexation of the enclaves. <br />He believed some of the property owners in the Morningside Drive <br />area, who are not residents of the Town, are hesitant about being <br />74 <br />
