annexed because they feel an ordinance could be passed by the <br />Town that would prevent them from developing their small lots. <br />Commissioner Scurlock continued to discuss boundaries and <br />asked if the Town is pursuing the annexation based on the normal <br />referendum process or going directly to the State Legislature. <br />Mr. Dorsky advised that they are going directly to the State <br />because they know the two citrus owners do not want to be part of <br />the Town. <br />Commissioner Scurlock noted that was exactly the point he <br />was driving at. <br />Mr. Dorsky believed the citrus growers feel more comfortable <br />being a part of the County because all the other citrus growers <br />are in the county and it is because of a kind of group protec- <br />tion. He did not feel this is warranted and felt the point is <br />whether the government is going to pursue their commitment to <br />improve this situation. <br />Commissioner Scurlock wished to be sure that the properties <br />in question actually are enclaves - that they are totally cut off <br />and not contiguous to the unincorporated area to the north or any <br />part of the unincorporated area, and it was confirmed that they <br />are totally cut off. <br />Discussion followed as to the Tracking Station Park not <br />being included in the annexation but the beach access is. <br />Commissioner Wheeler asked why not include -the park, and Mr. <br />Dorsky informed the Board that the Town would be -willing to annex <br />the Park if the County wishes but they don't want to have a fight <br />about it. He pointed out that the Tracking Station Park is <br />bounded on one side by the City of Vero -Beach. <br />Commissioner Eggert noted that while she very much would <br />like to fulfill our Comprehensive -Plan policies, she also would <br />like the citizens in those enclaves to be able'to vote to confirm <br />that they do want to be annexed. <br />Commissioner Scurlock felt if this annexation were properly <br />explained and the people's fears set aside, the residents very <br />well may vote for it. <br />Chairman Bird believed they can appear before the <br />Legislative Delegation. <br />Mr. Dorsky advised that they have talked a great deal with <br />the citrus people and have provided an AG zone in the Town so <br />that they could come in as an agricultural area. <br />Commissioner Scurlock felt their concern is that they would <br />be the only agriculturally significant area in the Town and could <br />be out voted by the general public on items that affect them. <br />Mr. Dorsky noted that the Town just wanted to have the <br />County's support, and Commissioner Scurlock believed the Town has <br />L_ SEP 721 4 1991 <br />75 <br />
