US -91 -12 -ED <br />BACKGROUND <br />On June 18, 1991, the Board of County Commissioners approved to - <br />advertise a Request for Proposal for selection of, and provided timing <br />is right, negotiation with, an engineering consultant for the <br />above -referenced project. (See Attachment No. lam) <br />ANALYSIS <br />The present average daijy flow to the West Regional Wastewater Plant is <br />0.527 MGD; with peak flow at 0.764 MGD. The West Region Wastewater <br />Treatment Plant will receive an instant 0.244 MGD additional sewer <br />flow as a result of Heritage Village and possible Countryside North <br />Mobile Home Park connections to the County system. This will bring the <br />peak flow requirements to 1.008 MGD. This will necessitate starting <br />the construction of the 1 MGD expansion of the plant. The permitted <br />effluent disposal capacity at the County sod farm is 0.58 MGD. The <br />percolation ponds and citrus groves are disposing 0.19 MGD. This <br />situation will result in a 0.24 MGD deficit, which we must dispose of <br />somewhere else. The present D.E.R. permitted capacity against the <br />plant is 1.25 MGD (1.37 MGD with the permitting of Countryside North <br />Mobile Home Park). An additional .298 MGD (1,190 ERUs) is reserved but <br />not permitted against the plant. The total permitted and reserved <br />capacity is 1.668 MGD. <br />The ongoing negotiation with the grove owners nearby the plant is very <br />slow in progressing. It is caused by the grove owners' skepticism <br />about the possibility of adverse impact to their product marketability. <br />As a result of this situation, and the immediate need for additional <br />effluent disposal, the Department has reviewed the Effluent Master Plan <br />for alternative recommendations. On Page 6-20, the master plan did not <br />recommend the 11 miles interconnection of both regions. However, the <br />Effluent Master Plan recognized that sufficient grove irrigation might <br />not develop on a timely basis and recommends a secondary option. The <br />recommended secondary option is to bring the reuse water to the State <br />Road 60 area (see Attachment No. 2, Page 6-18). This line is called "an <br />optional interconnect line". Jo Ann Jackson, P.E., with Post, Buckley, <br />Schuh and Jernigan, Inc., stated in her letter dated March 27, 1991, <br />"As with all master plans, it was prepared to be flexible to <br />accommodate changing conditions in the County." - <br />The Master Plan also recommends bringing reuse water from the Central <br />Region Wastewater Treatment Plant serving Bent Pine Golf Course as part I <br />of Phase I piping and continuing with the recommendation of serving _ <br />groves along 66th Avenue as Phase II transmission main. This pipe it <br />would then interconnect with the pipe from West Region at the <br />intersection of 66th Avenue and 33rd Street. <br />The Central Region alternate effluent disposal, Indian River County <br />Project No. US -90 -23 -ED, Phase I, soil investigation, as part of the <br />reclaimed water recovery disposal (REWARD) project, indicates that Bent <br />Pine Golf Course has a 0.588 MGD disposal capacity. The disposal <br />capacity on.32 acres rapid infiltration basin (RIB) is 0.4 MGD with <br />possibility for an increase to 1.2 MGD with the well extraction method. <br />77 <br />S F P 11 <br />
