FF - <br />SEP 24- 1W <br />46.E <br />of water produced is reduced by approximately $0.12 per thousand <br />gallons with the installation of new skids. Based on 1990 <br />production records, approximately one billion gallons of water were <br />_produced, equating to a savings of approximately $120,000.00 per <br />year. This saving obviously will increase as our production <br />increases. <br />If the construction cost of Alternative A is equated to Alternative <br />B, the difference in construction_ cost (construction cost A = <br />$2,400.000.00 versus construction cost B = $1,052,700.00) will be <br />paid for within 11 years .(at existing flow rate), through the <br />aforementioned production cost savings, also increasing the plant <br />capacity by 1 MGD. To determine the feasibility of Alternate A over <br />B, several comparisons between A & B were done (see the attached <br />spreadsheet). The present worth analysis is as follows: The total <br />present worth (per MGD) of both alternatives is also addressed in <br />this comparison, Alternative A being $1,311,369.00 and Alternative B <br />being $1,672,566.00. The present worth of O&M costs over a ten-year <br />period for Alternatives A and B, respectively, are $1,054,107.00 and <br />$2,081,892.00. From the present worth analysis alone, Alternative A <br />(expansion and replacement of the original skids) - is the most <br />desirable choice. <br />The attached Work Authorization with Camp Dresser & McKee (CDM) was <br />negotiated within the Farmers Home engineering curve guidelines and <br />is well within acceptable limits for this type of project. The firm <br />of Camp Dresser & McKee has previously been selected for all R.O: <br />water treatment plant work in Indian River County through the CCNA <br />selection process. The Work Authorization with Camp Dresser & <br />McKee, Inc., is set up with four primary tasks. They are as <br />-- follows: <br />Task 100: Preliminary Design <br />Task 200: Final Design, Bidding Services <br />and General Services during <br />construction (@ 7% of construction <br />cost) <br />Task 300: Resident Project Representative <br />(@ 2.8% of construction cost) <br />Task 400: Permitting assistance outside of <br />construction permit (Final <br />Industrial Waste Discharge Permit <br />for concentrate discharge) <br />TOTAL <br />$38,489.00 <br />16-8,000.00 <br />68,000.00 <br />26,500.00 <br />$300,989.00 <br />For details of this Work Authorization, see attached proposal from <br />Camp Dresser & McKee, Inc. Funding for this project will come from <br />the Impact Fee Fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners authorize the replacement of the <br />existing high pressure skids (Alternative A), final design, and <br />construction of the plant's brine treatment system, and the <br />execution of the attached Work Authorization with CDM in the amount <br />of $300,989.00. This Work Authorization covers preliminary <br />engineering, final design, and general services during construction, <br />construction inspection, and permitting assistance (see attached <br />Work Authorization). <br />80 <br />� s � <br />
