E )J r. 7 <br />particular request and Sebastian City Manager Rob McClary was <br />unable to provide it. <br />Commissioner Scurlock was hesitant about amending the budget <br />just 19 minutes into the new budget year. <br />Chairman Bird agreed it would have been better to know about <br />the need for these funds ahead of time; however, the additional <br />work was done because of the good prices and the people in the <br />North County are very proud of the Barber Street Sports Complex, <br />and he would support the additional funding at this time. <br />Discussion ensued regarding the Barber Street Sports Complex <br />and other recreational opportunities• in the North County area which <br />have been funded by the County. <br />Commissioner Eggert was opposed to special consideration for <br />one group and not another group. She also mentioned the fact that <br />this information was asked for in the budget workshop. <br />Commissioner Bowman questioned the wisdom of overspending to <br />save money, and Chairman Bird responded it had been a judgement <br />call. He also mentioned that he realized Sebastian City Manager <br />Rob McClary was embarrassed that he did not get the information to <br />Mr. Chandler on time, and he has apologized. <br />Administrator Chandler admitted it was a difficult decision to <br />advise against this additional funding and said they had done a <br />fine job on this project and we are all proud of our contributions. <br />Commissioner Scurlock asked OMB Director Baird to comment on <br />estimated revenues from the half cent sales tax and the state <br />revenue sharing. <br />Mr. Baird stated he had received information about four days <br />prior indicating these revenues will be 1.56 percent less, right <br />now, and this is the first day of the new fiscal year. He agreed <br />with Mr. Chandler that we are going to have an extremely tight <br />budget situation. <br />Commissioner Scurlock stated there had been information of <br />other cuts in stated -funded items which the County will be forced <br />to pick up. <br />Chairman Bird recognized Sebastian City Manager Rob McClary. <br />Sebastian City Manager Rob McClary explained that the City of <br />Sebastian had taken a calculated risk in completing the new fifty - <br />thousand -dollar project without the additional funds from the <br />County, but the sports complex has been a good, cost-effective <br />value for the people of North County. He had originally intended <br />to request these funds from last year's budget and apologized for <br />not getting the information to the County Administrator on time. <br />He further explained that this ongoing project is a little ahead of <br />schedule. <br />12 <br />
