County Admi4,iistyator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: October 8, 1991 " <br />SUBJECT: Approval of Department of Emergency Services Rules and <br />Regulations Pertaining to the Fire and Emergency Medical <br />Service <br />It is respectfully requested that the information contained herein be . <br />given formal consideration by the Board of County Commissioners and <br />the Board of Fire Commissioners for the North, South, and West County <br />`:Fire Districts, respectively, at the next regular scheduled meeting..i <br />DESCRIPTION AND CONDITIONS <br />On July 13, 1990, the Ad Hoc Committee which was appointed by the <br />Board of County Commissioners to study and recommend a process and <br />method for consolidation of emergency services in Indian River <br />County, approved a Six Year Emergency Services Equalization Plan and <br />recommended it to the Board of County Commissioners. <br />..The ~Board of County Commissioners approved the fourteen (14) <br />..recommendations of the Ad Hoc Committee on July 24, 1990. Initially, <br />staff completed a proposed comprehensive master plan to consolidate„ <br />and unify emergency services in the County. However, the master plan <br />required modification after the.Town of Indian River Shores decided <br />not to participate in the consolidation process. This resulted in <br />revising the financial data portion of the plan which was presented <br />to the public and overwhelmingly approved in a referendum which was <br />held on March 12, 1991. <br />One of the fourteen recommendations which was approved by -the Ad Hoc <br />Committee and the Board related to standardized rules and regulations <br />whereby all fire and EMS staff would operate under a single set of <br />.directives. Staff has, been working with the Fire and EMS Divisions <br />as well as union representatives in finalizing the rules and <br />regulations now before the Board for consideration. <br />ALTERNATIVES AND ANALYSIS <br />The main thrust of the recommendation by the Ad Hoc Committee for <br />standardized rules and regulations is related to the fact that <br />personnel working in the same stations, on the same vehicles, within <br />the same Department, should work under similar rules and regulations. <br />That was the predicate under which the concept of standardization for <br />emergency services was proposed and approved prior by the Board of <br />County Commissioners. <br />39 <br />OCT 15 1991 <br />
