1 <br />0 015 19T <br />BOOK 8 4 F,,�I,Ejsot <br />ALTERNATIVES AND ANALYSIS <br />Once the Chesser's Gap project is completed, the subject <br />right -turn lane and Fleming Street Extension roadway may be <br />over design capacity due to site related Chesser's Gap <br />impacts and will probably operate at LOS -I'D" during average <br />conditions. The County Traffic Impact Fee Ordinance <br />(Chapter 953) allows for Traffic Impact Fee Credits for "the <br />contribution, payment, construction or land dedication" if <br />the project: <br />1) Meets an expans-ion need of the County's major road <br />network system which is identified in the County <br />20 -year Transportation Capital Improvement Program; or <br />2) Provides a capital road improvement to the County's.. <br />major road network system which provides capacity <br />expansion necessitated by the proposed land development <br />activity., <br />In staff's opinion, the Fleming Street Extension will <br />perform a' dual function by serving as the main collector <br />driveway for the various lots within the Chesser's Gap <br />Development, -as well as serving as the western portion of <br />the Fleming Street collector road thoroughfare. The design <br />and construction of.the road, however, is typical of a two <br />lane collector driveway for the development and does not <br />provide for a left -turn lane to serve the proposed driveway <br />access points 'along the 2000' Chesser's Gap frontage. <br />Through traffic will be restrained by vehicles queing to <br />left turn. <br />.A recent appraisal was performed by Calloway and Price, <br />Inc., Professional Appraisers, and the value of the 27' wide <br />by approximately 500' long portion of right-of-way along <br />CR512, which is desirable to accommodate drainage for the <br />eastbound right turn lane,, is $ 23,600. The Developer is <br />requesting payment from the County for this 27' <br />right-of-way, in addition to reimbursement in the amount of <br />$23,363 for construction of the right turn lane along CR512. <br />Staff has defined the following alternatives: <br />Alternative 1 ..• �.i,;e,.,.'r,. p,,,,..,, .. .. <br />The right -turn lane as 'constructed will serve a dual <br />function of Serving site related turns to the Chesser's <br />Gap project as wellas the. future Fleming Street <br />extension. Payment of 100% of the cost of the <br />additional CR512 right-of-way.�(as determined by the <br />recent appraisal) along .the project frontage is <br />recommended. The -Right turn lane along CR512 Will,.,:, in <br />the short term,!only serve the•traffic attracted to the <br />Chesser's Gap project .:".;When right-of-way is acquired <br />and Fleming Street extended further east, through <br />traffic will 'benefit. ":.,'The •reimbursement under .this <br />alternative is: �, n <br />100% cost of additional right-of-way along Chesser's <br />Gap frontage = $ 23,600 <br />100% Cost of right turn lane ($23,363) <br />Total Compensation = $46,963.00 <br />54 <br />
