F, <br />C CT 15 1991 <br />rra <br />BOR <br />purchase this property and what might be built there. <br />County Administrator Chandler interjected that Commissioner <br />Eggert has disclosed her financial interest in the subject property <br />and has filed a Memorandum of Voting Conflict, ( which is on file in <br />the office of Clerk to the Board.) He added that Commissioner <br />Eggert has not been involved in staff's recommendation to the Board <br />and if she were present she would have abstained from discussion of <br />this agenda item. <br />Commissioner Scurlock directed the discussion to the parcel <br />indicated as TR9 on the above diagram and suggested staff should <br />investigate the potential purchase of that parcel and, while we're <br />at it, the 3.1 acre parcel should be included in the research <br />because it looks as though it would be better for storage of reuse <br />water. <br />Director Pinto felt it would be sufficient to purchase 150 <br />feet of the property indicated as TR9, but agreed that the 3.1 acre <br />parcel could be used for additional stormwater capacity storage. <br />Commissioner Scurlock asked, and Director Pinto confirmed, if <br />we did not acquire any of this property it would not impact our <br />existing operation and that the main reason for investigating the <br />purchase of these properties would be for buffering and additional <br />storage. <br />Director Pinto added another reason is to avoid facing major <br />problems if those properties were to be developed in the future. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, authorizing County <br />Administrator Chandler to proceed with negotiations <br />on the 10 -acre tract owned by Hoskins & Trench, <br />Inc., and to research the 3.1 -acre parcel and the <br />parcel designated as TR9 for possible purchase in <br />the future. <br />Discussion ensued regarding procedure for obtaining appraisals <br />and Chairman Bird clarified the motion is to authorize staff to <br />proceed with negotiations on the ten -acre parcel and obtain <br />appraisals on all three parcels. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously (4-0, <br />Commissioner Eggert being absent). <br />58 <br />
