DEPARTMENT OF UTILITY ERVICES <br />SUBJECT: WATER MAIN REPLACEMENT - ROCKRIDGE <br />INDIAN RIVER COUNTY PROJECT NO. UW -91 -22 -DS <br />IRC BID NO. 91-113 <br />WORK AUTHORIZATION NO. 3 <br />BACKGROUND <br />On December 1, 1978, the Chairman of the Board of County <br />Commissioners signed the agreement to purchase Mid -Florida <br />Utilities, including the water mains and distribution piping in the <br />Rockridge Subdivision. The water distribution system, installed <br />prior to 1958, consisted of galvanized steel pipe, ranging in size <br />from 3/4 inches to 2 inches. Over the years, the distribution <br />system has been subject to corrosion and build-up of material on the <br />inside of the pipes. This has resulted in leaks, broken pipes, and <br />reduced pressure in the houses in the Rockridge Subdivision. On <br />August 5, 1991, the Board of County Commissioners approved the award <br />of the Labor Contract bid to Driveways, Inc., (Bid No. 91-113). <br />(See attached Minutes, pages 16 through 19). The Department of <br />Utility Services proposes to use this Labor Contract to replace the <br />distribution system. <br />ANALYSIS <br />The cost to replace these old galvanized lines with new 2 -inch PVC <br />piping using the Labor Contract is $108,890.77. (See attached Work <br />Authorization No. 3 with Driveways, Inc.) . The pipe, valves, and <br />fittings will be supplied by the County at an estimated cost of <br />$28,864.51. Engineering, inspection, and permitting will be <br />performed by Indian River County staff at an estimated cost of <br />$13,775.00. The replacement of these lines will reduce the <br />maintenance costs and service interruptions and increase the <br />pressure in the houses in the Rockridge Subdivision. This <br />replacement was budgeted through renewal and replacement funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Work Authorization No. 3 with <br />Driveways, Inc., for the amount of $108,890.77 to replace the water <br />distribution system. <br />s -r <br />W] <br />
