Traffic Circulation: The applicant has proposed to use a one- <br />way loop driveway (unpaved, marl) to access the project, with <br />parking (unpaved, marl) off of the loop driveway. <br />*8. Off -Street Parking Required: 12 spaces (paved) <br />Provided: 12 spaces (marl) <br />Section 954.10 of the parking chapter requires that all off- <br />street parking areas'�shall be paved with either asphalt or <br />concrete, or with other surface types approved by the County <br />engineer. The County Engineer has indicated that the <br />applicant needs to pave the parking lot and driveway in <br />accordance with chapter 954.10. According to the County <br />Engineer, hard surfaces must be used due to the frequency and <br />volume of traffic; the planning staff concurs. Since a child <br />care facility is not an infrequent use and marl is not an <br />approvable parking lot surface for child care facilities, no <br />alternative parking lot treatments are allowed pursuant to <br />Chapter 954... <br />*9. Stormwater Management: The stormwater management plan has not <br />_been approved by the Public Works Department. <br />The paving requirements will require the submission of a major <br />site plan application (over -5,000 sq. ft. of new impervious <br />surfaces) in accordance with section 914.14(15)(1) and <br />requirements of chapter 930 (Stormwater Management and Flood <br />Water Protection Ordinance). No applicable stormwater <br />management plan or calculations have been submitted by the <br />applicant.' <br />10. Landscape Plan: The landscape plan meets the tree <br />requirements of Chapter 926. <br />The requirement to screen parking spaces from CR 510 is <br />satisfied by screening provided in the form of existing <br />vegetation and the garage. <br />11. Utilities: The project, as proposed, would utilize a well and <br />septic system. These utility provisions have been approved by <br />the State Health Department, and they satisfy the <br />Comprehensive P1`an Connection Matrix regulations. The <br />applicant has agreed to execute, but has not.yet executed, a <br />utilities connection agreement with Utilities Services. There <br />would be no additional requirements with a major site plan <br />submittal. - <br />*12. Dedication and Improvements: None are applicable with a minor <br />site plan application; however, there will be a sidewalk <br />required along C.R. 510 in conjunction with a major site plan <br />application. <br />*13. Concurrency: A concurrency certificate has not been issued, <br />because the developer has not executed a utilities connection <br />agreement or paid applicable traffic impact fees. <br />14. The following are the specific land use criteria for a <br />child care facility: <br />a.
