DeEloisW7AICP <br />Chief, Environmental Planning <br />DATE: October 23, 1991 <br />RE: SJRWND/Indian River County <br />Intergovernmental Management Agreement <br />for the Oslo/FMEL Property <br />It is requested that the data herein be given formal consideration <br />by the Board of County Commissioners at their regular meeting of <br />November 5, 1991. <br />DESCRIPTION AND CONDITIONS: <br />.On 'August 21, 1991,_ the County and the St. Johns River Water <br />Management District (SJRWMD) purchased the "Oslo/FMEL Property" <br />(north of Oslo Road, east of US #1), with each party acquiring an <br />undivided one-half interest. <br />In sharing the cost of the public acquisition, it was agreed by <br />both parties that the SJRWMD and the County would coordinate on the <br />approval of the property's management plan; however, Indian River. <br />County alone would be responsible for the management and <br />maintenance of any recreational areas and facilities established on <br />the property. <br />The attached Intergovernmental Management Agreement for the Oslo <br />/FMEL property is modeled after similar SJRWMD management <br />agreements with other local governments. Once the agreement is <br />approved and executed, the next step will be the development of a <br />property management plan, within the coming year. It is requested <br />that this agreement be brought before the Board for their approval. <br />ALTERNATIVES & ANALYSIS: <br />The main points of the proposed management agreement are summarized <br />as follows: <br />• The term of the agreement is for 30 years. <br />• Water resources on .the property will be <br />maintained or wahanced, with. no activities <br />allowed on the site that would be detrimental <br />to the property's wetland resources <br />(passive/non-consumptive recreational use is <br />allowed). <br />11 <br />
