aDESCRIPTION AND CONDITIONS: <br />The state Surface Water Improvement and Management (SWIM) Program <br />for the Indian River Lagoon has made available funding for projects <br />of local concern..,, This funding is available on a 70/30 match <br />basis; 708 SWIM funds 308 local funds. SWIM funds are <br />administered through the St. Johns River Water Management District <br />(SJRWMD) and their subcontractor, Florida Institute of Technology <br />(FIT), Civil Engineering Department. The program requires that <br />proposed projects be approved by the appropriate local .Indian River <br />Lagoon Watershed Action Committee. <br />The county appointed Marine Advisory Narrows Watershed Action <br />Committee (MANWAC) selected the attached revegetation project for <br />the Indian. River Lagoon shoreline at Round Island Park as a <br />candidate for SWIM funding. The attached proposal describes the <br />existing shoreline conditions, proposed revegetation and project <br />budget. This matter is presented before the Board of County <br />Commissioners for their consideration to approve the allocation of <br />local funds, in the form of in-kind services, as the required local <br />match for the proposed SWIM grant. <br />ALTERNATIVES AND ANALYSIS: <br />Exotic nuisance vegetation (specifically Brazilian pepper and <br />Australian pine) has invaded the lagoon shoreline of Round Island <br />Park over the years: -There are existing red mangroves alorg.most <br />of the lagoon shoreline, but their growth is stunted and threatened <br />by the presence of .the exotic vegetation. Brazilian pepper has <br />taken advantage of freeze damaged mangroves and disturbed areas, <br />invading the shoreline and destabilizing' the' banks. As Round <br />Island Creek experiences increasing boating activity in. the future, <br />the stability of the lagoon shoreline will become more crucial. <br />The Round Island park Shoreline Revegetation Proposal- meets- the <br />criteria• set by SJRWMD for funding as a "Project of Local Concern", <br />as described in the attached letter to Gary Wheeler, October 15, <br />1990. This project proposal addresses the issue of shoreline - <br />management and has a strong potential to improve water quality and <br />habitat values. <br />The lagoon revegetation project at Round Island Park is designed to <br />be more than just a County park project; it is designed to be a <br />pilot project for similar lagoon shorelines on which nuisance <br />exotic vegetation has invaded natural systems and threatens the <br />stability of the lagoon shoreline. The proposed revegetation <br />project will provide an opportunity for public awareness and <br />education on lagoon shoreline management. <br />Environmental planning staff has reviewed the project with the <br />Public Works Department to ensure .that the proposed shoreline <br />revegetation will not interfere with future plans and grants for <br />park and boat ramp -improvements. The proposed shoreline <br />revegetation will enhance the Round.Island.Park lagoon shoreline, <br />both ecologically and aesthetically. <br />MANWAC selected this project for submittal as 'a SWIM project of <br />local concern on May 30, 1991. The Parks & Recreation Committee <br />voted to support the MANWAC project on June 6, 1991. <br />The project proposal was submitted to St. Johns River Water <br />Management District in June, 1991 by county environmental planning <br />staff on behalf of the Marine Advisory Narrows Watershed Action <br />Committee. Project review and authorization by SJRWMD staff was <br />delayed due to staff turn -over at the District.
